About this opportunity
The National Park Service seeks complete replacement of the HVAC system at the Georgetown Visitor Center in Washington, DC, with bids due August 4, 2026. This is a 100 percent total small business set-aside (NAICS 238220, $19.0 million size standard), firm-fixed-price contract with electronic sealed-bid submission.
The Georgetown Visitor Center is a nationally listed historic structure located at 1057 Thomas Jefferson Street NW within the Chesapeake and Ohio Canal National Historical Park. The scope includes demolition of existing equipment, furnishing and installation of replacement HVAC components (central heat pump, radiator coils, rooftop condensers, AC coils, four thermostats, circulation fans, and controls), electrical and controls work, contractor design and load calculations, comprehensive testing and commissioning, and restoration of finishes. The building contains approximately 22,000 cubic feet of conditioned space across basement, first, and second floors. Existing ductwork will be retained and reused. All replacement equipment must meet or exceed Federal minimum efficiency standards (SEER2/EER2 cooling ratings and HSPF2 heat pump ratings) and maintain published sound ratings no higher than existing equipment.
Work must commence within 10 calendar days of Notice to Proceed and complete within 335 calendar days. The contractor bears full design responsibility, including load calculations per ACCA Manual J or equivalent ASHRAE methods, with the design package subject to Contracting Officer approval before physical installation begins. Work must comply with Section 106 of the Historic Preservation Act with no new conduit through walls without prior NPS Resource Management consultation. Contractor personnel requiring facility access must obtain Department of Interior Personal Identity Verification credentials through background investigation at least two weeks before work begins. Davis-Bacon prevailing wage rates apply per General Decision Number DC20260002, Modification 3. Performance and payment bonds at 100 percent of contract price and a bid guarantee of 20 percent or $3,000,000 (whichever is less) are required. A 20 percent bid guarantee or $3,000,000 minimum is required with the bid. Bids must remain available for acceptance for 90 calendar days after the due date. Questions were due July 30, 2026. Walkthroughs were conducted July 15, 16, 22, and 29, 2026.
