Prior to starting, contractor personnel requiring physical access to the facility must obtain a Department of Interior Personal Identity Verification (PIV) credential through background investigations and suitability determinations, with identification required at least two weeks before work begins. The contractor must document existing conditions with date and time-stamped photographs, perform comprehensive system function tests including air balancing and commissioning before acceptance, calibrate all thermostats, and verify proper operation at each supply register. Upon completion, the contractor shall provide written operating instructions in plain language, deliver all manufacturers' paperwork and warranty cards to the Contracting Officer's Representative (COR), and ensure all identification cards are returned at project conclusion.

Statement of Work CHOH Replace HVAC System at Georgetown Visitor Center

BACKGROUND

The work of this contract takes place within the C and O Canal National Historic Park, at the Georgetown Visitor Center, in Washington DC. The Georgetown Visitor Center serves public visitors to the C and O Canal in the DC area and surrounds, as well as providing offices for park staff.

PROJECT SUMMARY

The Georgetown Visitor Center needs new HVAC equipment because the existing system is outdated and fails to provide adequate heating and cooling comfort to the visitors and staff working in the building. The project will replace all the major componentry (central heat pump, radiator coils, rooftop condensers, AC coils, 4 thermostats, circulation fans, etc.) of the system while keeping all the ductwork intact. The total amount of conditioned space in the building is approximately 22,000 cu ft. The upgrades will make the system quieter, easier to operate, and more energy efficient.

STATEMENT OF WORK

General

1. The Visitor Center contains approximately 22,000 cubic feet of conditioned space in a basement, first, and second floors. The space includes 4 offices, 4 bathrooms, a kitchen, and a visitor contact/museum area.

2. The building is a nationally listed historic building, compliance with section 106 (Historic Preservation Act) will be incorporated into the project. The main parts of the HVAC system will be replaced while not damaging or disturbing other parts of the building. The work must include considerations for preserving the existing historic fabric of the building including plaster, structural items, trims, etc. In accordance with the PEPC 113367 Letter of Compliance, no new conduit shall be run through the structure's walls without prior consultation with NPS Resource Management cultural staff, and new holes shall be flagged and inspected by cultural resources staff before execution.

3. Document existing conditions carefully prior to starting work. Note any existing damage, penetration, or alterations to the building to prevent claims against contractor’s work. Ensure that photos are date and time stamped.

4. Before the work of this project begins, it is essential that the building is reviewed in its’ entirety to ensure the proper design and sizing of the HVAC equipment. Proper review of the building’s needs includes analysis of existing equipment, cubic feet of conditioned space, occupancy, and a Schedule J Calculation. Prior to beginning any work, contractor shall provide COR with a set of professional plans for work- including sketches, notes, justifications, and a plain language summary. Contractor must submit completed, industry standard worksheets found here: https://www.acductdesign.com/ or an equivalent set of worksheets from NATE, ASHRAE, or other industry standard site. The Statement of Work is a performance specification and design of the replacement system is delegated to the contractor. The Government, through the COR, will review the design package and issue written approval before installation work begins. A professional engineer’s seal is not required except as stated in the solicitation. The system design shall conform to applicable ASHRAE standards, including ASHRAE Standard 62.1 (ventilation) and ASHRAE Standard 15 (refrigeration safety).

5. Equipment to be replaced includes:

a. In the basement, an air circulator with 2 separate heating coils configured in-line with manifold ducting.

b. On the second floor, a supplemental air circulator with an A coil and control board.

c. On the rooftop, two evaporative condensers.

d. All controls, thermostats, gauges, filters, and switches.

e. All condensate lines, and condensate pumps.

f. Electrical wiring may be reused if in serviceable condition.

g. Any other equipment which is part of the HVAC system except the air duct work.

6. Most of the conditioned and return air supply duct work was previously run inside of the walls, and this existing duct work will be carefully cleaned and re-used for this project.

7. The duct work is 3 inches wide, insulated, foil backed flexi-duct. The supply ducts terminate at 4-inch circular PVC registers throughout the building on the floors and ceilings, which deliver hot and cold air to the building. All the duct work is to remain intact, cleaned, and used with the new equipment.

8. Prior to acceptance of work of this contract, contractor is to verify proper operation of the system. Contractor must perform function tests on the system, including air balancing of the distribution system, commissioning of the complete installed system, airflow verification at each supply register, and calibration of all thermostats, and provide written results of all tests to COR.

9. Contractor shall supply a written set of plain language, simple instructions to operate the system to the COR. Contractor will deliver all manufacturers’ paperwork, warrantee cards, and instructions to COR upon completion of work.

10. Replacement equipment standards. Replacement equipment shall meet all of the following: (a) heating and cooling capacity satisfying the approved load calculation described in paragraph 4; (b) energy efficiency meeting or exceeding the Federal minimum efficiency standards in effect at the time of design submittal, including SEER2/EER2 cooling ratings and HSPF2 heat pump ratings as applicable, and not less efficient than the equipment replaced; (c) published sound ratings not exceeding those of the equipment replaced and suitable for continuous operation in occupied visitor and office space; (d) controls, thermostats, and sensors fully compatible with each other and furnished as a single integrated system; and (e) compatibility with the retained ductwork, including external static pressure. Equipment selections are subject to Government approval as part of the design package.

Period of Performance The contractor shall commence work within 10 calendar days after receipt of the Notice to Proceed, shall prosecute the work diligently, and shall complete all work under this contract within 335 calendar days after receipt of the Notice to Proceed.

Contractor Personnel Security and Suitability Requirements (HSPD-12) Performance of this contract requires contractor personnel to have a Federal government-issued Personal Identity Verification (PIV) credential before being allowed unsupervised access to a DOI facility. The Contracting Officer's Representative (COR) will be the requesting official, and will make arrangements through a DOI Access Card Sponsor for personal identity verification and DOI Access Card issuance.

At least two weeks before start of contract performance, the Contractor must identify all contractor and subcontractor personnel who will require physical access for performance of work under this contract. Physical Access means routine, unescorted or unmonitored access to nonpublic areas of a federally-controlled facility. The Contractor must make their personnel available at the place and time specified by the COR or DOI Access Card Sponsor in order to initiate screening and background investigations. The following forms and inquiries, or their equivalent, will be used to initiate the credentialing process:

- OPM Standard Form 85 or 85P

- OF 306

- National Criminal History Check (NCHC) (local procedures may require the fingerprinting to done at a police station; in this case, any charges are to be borne by the contractor)

- Release to Obtain Credit Information

- PIV card application (web-based) Before starting work under this contract, a National Criminal History Check (NCHC) will be initiated to verify the identity of the individual applying for clearance and to determine the individual's suitability for the position. If the NCHC adjudication is favorable, a DOI Access Card will be issued for that individual. If the adjudication is unfavorable, the credentials will not be issued and the contractor must make other arrangements for performance of the work. In the event of a disagreement between the Contractor and the Government concerning the suitability of an individual to perform work under this contract, DOI shall have the right of final determination.

Contractor employees must give, and authorize others to give, full, frank, and truthful answers to relevant and material questions needed to reach a suitability determination. Refusal or failure to furnish or authorize provision of information may constitute grounds for denial or revocation of credentials. Government personnel may contact the contractor personnel being screened or investigated in person, by telephone or in writing, and the Contractor must ensure they are available for such contact.

Alternatively, if an individual has already been credentialed by another agency through OPM, and that credential has not yet expired, further investigation may not be necessary. In that case, the contractor must provide the COR with documentation that supports the individual's credentialed status.

Contractor employees who have been successfully adjudicated will be issued DOI Access Cards, which must be activated at a USAccess Credentialing Center. Those Contractor employees not located within a reasonable travel time of a USAccess Credentialing Center will be screened and issued alternate credentials, such as temporary access badges.

During performance of the contract, the Contractor must keep the COR apprised of changes in personnel to ensure that performance is not delayed by compliance with credentialing processes. Cards that have been lost, damaged, or stolen must be reported to the COR and Issuing Office within 24 hours. If reissuance of expired credentials is needed, it must be coordinated through the COR.

At the end of contract performance, or when a contractor employee is no longer working under this contract, the Contractor must ensure that all identification cards are returned to the COR.

This requirement must be incorporated into any subcontracts that require subcontractor personnel to have routine unsupervised access to a federally-controlled facility for more than 180 calendar days.

Lower Level- Visitor Center, Bathrooms, Mechanical Room

1. The Lower Level of the building is at the canal level and contains a visitor center, two bathrooms, and a mechanical room.

2. The mechanical room contains a natural gas fired heat pump supplemented by two electric inline heating element coils. Replace with equipment meeting the Replacement Equipment Standards in General paragraph 10

3. There is also an air circulating blower, air return, and an inline air filter. Replace with equipment meeting the Replacement Equipment Standards in General paragraph 10

4. The mechanical room also has one exposed air supply duct run outside of the wall. Replace with equipment meeting the Replacement Equipment Standards in General paragraph 10

5. The Visitor Center has 7 conditioned air supply registers spaced throughout the ceiling, and 3 air returns evenly spaced throughout the space. These are to remain and are to be cleaned prior to installation of new equipment.

6. There are two public bathrooms on the Lower Level. Each has conditioned air supply as well as return registers. These are to remain and are to be cleaned prior to installation of new equipment.

Mid-Level- Kitchen, Conference Area

1. The Kitchen receives conditioned air through 12 evenly spaced, round, PVC air registers in the ceiling. These are to remain and are to be cleaned prior to installation of new equipment.

2. Two larger, rectangular ducts draw in return air and deliver it back to the equipment in mechanical room. These are to remain and are to be cleaned prior to installation of new equipment.

3. The Conference area uses 9 floor registers spaced evenly around the room’s perimeter to supply hot or cold air. These are to remain and are to be cleaned prior to installation of new equipment.

Upper Level-Offices, Bathrooms

1. The upper level of the building contains two half bathrooms. Each half bath has 1 air supply and 1 air return located in its’ ceiling. These are to remain and are to be cleaned prior to installation of new equipment.

2. There are two and a half office spaces with a total of 12 air supply registers and 2 square return registers. These are to remain and are to be cleaned prior to installation of new equipment.

3. There is a locker room with 1 supply and 1 return register. These are to remain and are to be cleaned prior to installation of new equipment.

4. There is a large closet which contains the AC “A” coils, circulating fans, control circuits, timers, and filters. The AC lines carry warm up to two large air condensers on the roof. Replace all equipment (including condensers on the roof) with equipment meeting the Replacement Equipment Standards in General paragraph 10.
