Attachment [4] — Questions and Answers Solicitation 140P3026B0002, CHOH Replace HVAC System at Georgetown Visitor Center (PMIS 327845) Statements made orally during the site visit are not binding on the Government. Only the written solicitation, including this and any other amendment, governs. Where an answer below and a prior oral statement differ, this written answer controls.

Q1. Is the contractor expected to replace the PVC return and supply terminations (registers) in the walls, ceilings, and floors?

A1. No. As stated in the Statement of Work, the existing registers are to remain in place and be cleaned prior to installation of the new equipment. They are not replaced.

Q2. Is any asbestos expected during this project?

A2. No asbestos is known to be present. The contractor is responsible for complying with all applicable regulations. If suspected asbestos-containing material is encountered, the contractor shall stop work in the affected area and notify the Contracting Officer and Contracting Officer's Representative immediately.

Q3. Are blueprints available?

A3. No drawings are being released for bidding. The design of the replacement system is delegated to the contractor as a performance specification under the Statement of Work; each bidder is responsible for its own site review and design basis. Any available drawings will be provided to the awardee after award.

Q4. Are permits or inspections required?

A4. The contractor shall comply with all applicable codes, laws, and regulations as if the work were permitted. Where a state or local authority does require a permit or inspection, the contractor is responsible for obtaining it, and any associated costs are included in the contract price.

Q5. Are any other contracts pending on this building?

A5. As of 07/31/2026, one alarm-monitoring service contract is active on the building. No other contracts are active, pending, or planned that affect the work of this contract. The contractor shall coordinate with the Contracting Officer Representative and alarm-monitoring service as needed so that its work does not disrupt monitoring.

Q6. How is the design handled, and does a contractor-proposed design that requires revision result in additional cost?

A6. This is a performance specification; the design of the replacement system is delegated to the contractor, subject to Government review and acceptance (the Contractor is responsible for any design deficiencies, so we do not approve design, we review and either accept or reject the proposed, the Government does not approve Contractor designs).It is not an architect-engineer (A&E) requirement, and no professional engineer's seal is required except as stated in the solicitation. The contractor is responsible for delivering a design that complies with the Statement of Work within the contract price. If the Contracting Officer's Representative reviews the design and non-concurs with the a proposed design because it does not meet the Statement of Work, the contractor is responsible for any additional design required for compliance with Contract and Statement of Work. Only a Government-directed change issued by the Contracting Officer to the requirements of the Statement of Work would be handled as a contract change.

Q7. Please provide existing equipment information (manufacturer, model, capacity, electrical characteristics, controls). If none is available, confirm bidders are to base proposals on field verification and replacement of the components identified in the Statement of Work, with final quantities, capacities, and selections established during post-award design.

A7. No equipment schedule listing manufacturer, model, capacity, electrical characteristics, or controls data is being released. The Statement of Work identifies the components to be replaced, including their stated quantities, and delegates the load calculation and final system design to the contractor as a performance specification. Bidders shall base their bids on field verification of existing conditions, informed by the site visit, and on replacement of the components and quantities identified in the Statement of Work. Equipment capacities and final selections are established during the contractor's post-award design process, subject to Government approval of the design package; the quantities stated in the Statement of Work are the basis for Bids.

Q8. Confirm whether fire alarm work is required as part of the HVAC replacement (duct detectors, equipment shutdown connections, control interfaces, notification devices). Confirm whether the contractor is responsible only for fire alarm work directly affected by the HVAC replacement, or also for correcting existing fire alarm deficiencies to bring the overall system into current-code compliance.

A8. No fire alarm work is required as part of this contract. The Government has determined that the HVAC replacement does not require duct detectors, equipment shutdown connections, control interfaces, or other fire alarm modifications, and no such work is within the scope of this contract. The contractor is not responsible for identifying or correcting existing fire alarm system deficiencies.
