About this opportunity
The Army Contracting Command seeks inspection of potable water storage tanks and maintenance of chlorination systems at Fort Wainwright, Alaska, with proposals due September 8, 2026 (extended from September 7) and questions due August 26. The procurement is set aside 100 percent for small businesses under NAICS 221310, Water Supply and Irrigation Systems, with a $41 million size standard.
Place of performance is Fort Wainwright, Fairbanks, Alaska. The work covers four buildings: Building 1169 (2,500-gallon tank), Building 1185 (1,000-gallon tank), Building 2400 (1,000-gallon tank), and Building 5108 (three 300-gallon tanks). Buildings 1169, 1185, and 2400 require 24/7 access; Building 5108 is accessible during business hours only. The contractor must provide quarterly tank inspections with reports due by the fifth business day of every third month, monthly chlorination system maintenance and inspection (including cleaning, refilling chlorine tanks, and replacing components per manufacturer schedules), annual water sampling and testing completed by December 31, repairs for system deficiencies with two-business-day emergency response, and initial draining and cleaning of tanks within 90 days of award. All contractor personnel must complete security training including background checks, OPSEC Awareness training, AT Level I training, and iWatch Antiterrorism training. The current monitoring system uses Hach CL17sc Chlorine Analyzer with Hach SC 4500 Controller and Pulsatron Electronic Metering Pump.
The base contract period runs September 15, 2026 through September 14, 2027, with four one-year option periods and a six-month extension option. The base year comprises 128 hours of preventative maintenance, 32 hours of quarterly inspections, 1 hour for repairs, parts replacement on an as-needed basis, and 1 hour for emergency call-outs. Option years increase repair hours to 10 and emergency hours to 5. All pricing is firm fixed price. Evaluation criteria are technical acceptability (certification and equipment list compliance), past performance (PPIRS or CPARS), and price. Prevailing wage rates under the Service Contract Act apply per Wage Determination 2015-5683 Revision 27. Amendments 0001 (August 25) and 0002 (September 3) added questions and answers and extended the closing date.
