About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity W912D026QA009, addressing technical inquiries regarding water storage tank maintenance and chlorine monitoring systems at Fort Wainwright.

The solicitation concerns four building locations with translucent white polyethylene storage tanks: B1169 (Ski Lodge) with a 2500-gallon capacity measuring 78"h x 97"d; B1185 (Ski Hill Maintenance) with 1000 gallons at 66"h x 66"d; B2400 (Railhead Administration) with 1000 gallons at 66"h x 66"d; and B5108 (Range Administration) with three 300-gallon tanks at 72"h x 35"d each. All tanks are located in locked mechanical rooms accessible from building exteriors via inlet ports. B1169, B1185, and B2400 require 24/7 access through Fort Wainwright's main cantonment, while B5108 is accessible during business hours only. The current monitoring system uses a Hach CL17sc Chlorine Analyzer with Hach SC 4500 Controller and Pulsatron Electronic Metering Pump with Integrated Tank System. The systems are not registered with the Alaska Department of Environmental Conservation (ADEC). The government clarified that on-site analysis with approved testing equipment satisfies annual sampling requirements, repairs will be billed at an hourly rate with minimal work anticipated, and contractor proposals must follow the solicitation pricing schedule rather than the Performance Work Statement numbering. No site visits or drawings are currently available, though site photographs have been provided in solicitation attachments.

The system utilizes a Hach CL17sc Chlorine Analyzer with a Hach SC 4500 Controller and a Pulsatron Electronic Metering Pump with Integrated Tank System.

Are these systems approved by or registered with the ADEC? If so, can you provide the PWSID numbers?

No; N/A

Is the annual sample required to be a lab sample or is an onsite sample analysis using approved testing equipment adequate?

On-site analysis with approved testing equipment will be fine

The pricing schedule lists the repair pricing unit as 1 hour. I assume you are establishing an hourly unit rate and will allow the contractor to bill the required hours for any given repair and not just 1-hour?

Correct, pricing for repairs will be priced at an hourly rate. ‘1 hour” reflects that the amount of repairs that will be needed is unknown but expected to be minimal at this point.

The solicitation pricing schedule numbering does not match the PWS technical exhibit numbering for the individual tasks. I assume we should arrange our proposal pricing in accordance with the solicitation?

Correct, please follow the pricing schedule in the solicitation.
