The Centers for Disease Control and Prevention seeks design-build services to modernize Building 10's central chilled-water plant at its Roybal Campus in Atlanta, Georgia, with proposals due July 7, 2026, at noon. This is a Total Small Business set-aside.

The scope includes replacing four existing 1,450-ton chillers with new 1,800-ton units (rated at 0.5742 kW/Ton full-load and 0.4682 kW/Ton NPLV efficiency), replacing nine cooling tower cells with eight new cells, replacing primary and condenser-water pumps with VFD-equipped units, upgrading medium and low-voltage electrical systems with dedicated breakers for each chiller, replacing refrigerant leak detection monitoring, integrating building automation system controls, and implementing water usage monitoring. All work must be executed in phases maintaining campus operations, with no more than two chillers removed from service simultaneously; full plant shutdown is limited to six days and cannot occur June through September. The contractor must complete design, construction, testing, commissioning, training, and closeout within 730 calendar days from Notice to Proceed, commencing within 10 calendar days of award.

The estimated project magnitude is between $15 million and $25 million on a firm-fixed-price, non-severable contract. Performance and payment bonds are required within 10 days of award. Davis-Bacon wage requirements apply.
