About this opportunity
The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services is soliciting design-build services for the modernization of Building 10's central chilled-water plant at the CDC Roybal Campus in Atlanta, Georgia. The scope of work includes replacing four existing 1,450-ton chillers with new 1,800-ton units, reducing nine cooling tower cells to eight new cells, upgrading primary and condenser-water pumps with variable frequency drive equipment, and performing comprehensive electrical and controls infrastructure improvements including medium-voltage and low-voltage upgrades and Building Automation System integration. Key requirements include phased execution that limits simultaneous chiller outages to no more than two units to maintain continuous campus operations, third-party commissioning by a sub-consultant with minimum ten years of central plant experience, and comprehensive design documentation at 30%, 60%, and 90% submittal phases. Proposals will be evaluated equally across four criteria (25% each): past performance, technical approach, team qualifications, and project schedule, with emphasis on demonstrated experience with central plant renovations in operational environments and federal government contracting. The proposal deadline is June 15, 2026, at 10:00 a.m. local time, with a mandatory site visit scheduled for May 6, 2026, and contract award anticipated within 30 days of fee proposal receipt.
This solicitation is designated as a Total Small Business set-aside, with no identified incumbent contractors. The contract will be firm-fixed-price with a single lump-sum line item and monthly progress-based payments, though no specific award value or budget range is disclosed in the solicitation documents. Construction must be completed within 462 calendar days of the Notice to Proceed, with work commencing within 10 calendar days of award and performance bonds required within 10 calendar days of award. Davis-Bacon prevailing wage requirements apply to the project, with rates established for DeKalb County, Georgia for various construction classifications including electricians, pipefitters, and laborers. The work will be performed at the CDC Roybal Campus in Atlanta, Georgia (30329), with all deliverables including as-built drawings, operation and maintenance manuals, and training videos required upon project completion.
