About this opportunity

The Federal Aviation Administration seeks replacement of a chiller system at the Hector International Airport Airport Traffic Control Tower in Fargo, North Dakota, with proposals due September 10 at 5:00 PM Central Time. The procurement is set aside for Total Small Business.

Place of performance is North River, North Dakota. The estimated project magnitude is $850,000 to $950,000, and the contract will be awarded as firm fixed-price, lump sum to a single contractor with a mandatory 150-calendar-day period of performance beginning after issuance of the Notice to Proceed. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is Z1BA, Maintenance Of Air Traffic Control Towers.

The contractor must furnish all labor, equipment, materials, supplies, permits, services, and transportation to replace the existing air-cooled chiller, two chilled water pumps, expansion tank, air separator, and water treatment station; integrate new equipment into the existing Distech Controls Niagara Framework Direct Digital Control system using BACNet-based protocols; provide temporary cooling maintaining 72–78 degrees Fahrenheit during construction; conduct third-party Testing and Balancing with report submission; provide HVAC equipment initial startup by qualified manufacturer representatives; and deliver one week (40 hours minimum) of HVAC training on new chillers, pumps, and control systems for facility personnel. All DDC system components must be compatible with the existing BACNet-based control system; alternative systems such as Schneider Electrics EcoStruxure are not approved. The contractor must conduct an asbestos survey, with abatement costs treated as a contract change if required. Complete replacement of the water/glycol mix is required rather than reuse. All reconnection of wiring and grounding must comply with the National Electric Code and FAA Specifications FAA-STD-019G and FAA-C-1217H Change 2. Work hours are 0700–1600 Monday through Friday (or 0600–1630 Monday through Thursday at Contracting Officer's Representative discretion) except U.S. holidays. Work restrictions apply during Thanksgiving, Christmas/New Year holidays, and other major events to minimize disruption to the 24/7 operational facility. A superintendent or delegated superintendent must be on-site at all times. FAA badging is not required unless specifically mandated by the Contracting Officer. Crane use requires FAA Form 7460-1; contractors may submit immediately upon Notice of Award with no guaranteed schedule extension if FAA airspace clearance exceeds 60 days. Davis-Bacon Act wage determination ND20260013 applies; Executive Order 13706 requires one hour of paid sick leave per 30 hours worked, up to 56 hours annually. A pre-offer site visit is scheduled for August 11 at 0900 Central Time; attendance is strongly urged, and interested offerors must submit a list of attendees by August 7. Requests for written clarifications must be submitted to Contracting Officer Erin M. Crabtree by August 14. The contractor must submit detailed cost breakdown with proposal including labor, fringe benefits, overhead, general and administrative expenses, profit, materials, equipment, insurance, and bonds; successful markup percentages for overhead, profit, insurance, and bonding will be negotiated. Payment bonds and performance bonds may be required. Monthly payment will be made based on approved Schedule of Values through the Delphi eInvoicing system. Amendment 02, effective September 4, extends the proposal due date from September 8 to September 10 and incorporates final Q&A (Revision 2). All offerors must acknowledge receipt of Amendment 02 prior to the deadline.
