About this opportunity

The Department of the Treasury, Departmental Offices seeks labor, tools, equipment, supplies, and management services to conduct a Chiller Phase 1 HVAC riser survey at the Main Treasury Building, with proposals due September 8 at 12:00 PM EST. This is a total small business set-aside under FAR 19.5. The UPDATED Solicitation No. 2032H326Q00068 and Amendment 0001 (both effective August 27) govern the procurement; all RFI responses are incorporated therein, with the question deadline now September 3 at 12:00 PM EST.

Place of performance is the Main Treasury Building, 1500 Pennsylvania Avenue NW, Washington, DC 20220. Work hours are 7:00 AM to 3:30 PM, Monday through Friday, excluding federal holidays. A mandatory site visit is scheduled for August 27 at 7:30 AM EST; an additional visit opportunity exists September 2 at 10:30 AM EST. Both require building clearance at least two days in advance. All workers must be US citizens.

The scope includes locating and identifying 102 chilled water, hot water, and return risers; verifying isolation valve locations and piping sizes against design drawings; identifying locations for new isolation control valves; producing as-built documentation with room numbers and electronic PDF format; and performing flushing and cleaning procedures on approximately 250 first-floor fan coil units. The fifth floor is restricted to paper-based documentation. Contractors must patch disturbed mechanical insulation and properly dispose of non-hazardous chiller chemicals.

The estimated magnitude is $100,000 to $250,000. The contract is firm fixed-price with a one-year performance period (365 days from award). NAICS code is 236220 with a $45 million size standard. Davis-Bacon Act wage requirements (DC determination dated July 30, 2026) apply. Contractors must maintain comprehensive general liability insurance of $500,000 per occurrence, workers' compensation of $100,000 per person, and motor vehicle liability of $200,000 per person. At least 15% self-performance by the contractor's own employees is required, excluding materials costs. Three past performance projects within five years are required. Evaluation weighs Technical Approach and Management Approach more heavily than Past Performance (Acceptable/Unacceptable rating) and Price (fair and reasonable analysis). Award will be made on best-value basis to the responsible offeror using Simplified Acquisition Procedures.
