FAR (48 CFR) 53.110

RFQ 2032H326Q00068 - Chiller Phase 1 HVAC Riser Survey

1. Submission date. SF1442 Block 13a states offers are due at 1200 on 09/08/2026. Section L 2.0 and the SAM.gov posting both state 09/03/2026 at 12:00 PM. Please confirm the controlling date. Response: Due date of response has been extended to 09/08/2026 at

12:00 PM.

2. Past performance period. Section L 2.4.1 requires no less than 3 projects within 3 years.

Section M 4.1.3 states the evaluation will consider performance during the past 5 years.

Please confirm which period applies. Response: Section L (Correction), “no less than three projects within five years”.

3. NAICS code and size standard. FAR 52.219-1(b)(1) and (b)(2) are blank in the solicitation. Offerors cannot complete the provision as required by Section L. Please provide the NAICS code and corresponding size standard. Response: Updated accordingly to NAICS code 236220; size std: $45M

4. Small business set-aside clauses. The SAM.gov notice identifies this as a Total Small Business Set-Aside under FAR 19.5, but FAR 52.219-6 and FAR 52.219-14 do not appear in the clause list. Please confirm whether these clauses apply, and if 52.219-14 applies, the applicable self-performance percentage. Response: FAR 52.219-6 & 52.219-14 are incorporated under the Solicitation amendment. The applicable self-performance percentage is at least 15% of the cost of the contract with its own employees excluding cost of materials.

5. Wage determination. General Decision DC20260001 is designated for Heavy and Highway construction. The work is interior mechanical survey and fan coil unit servicing inside an occupied office building. Please confirm whether the Heavy and Highway determination is intended or whether a Building construction determination applies.

Response: Davis Bacon Act covers construction.

6. Non-disclosure agreements. Section L 2.2.1 requires signed non-disclosures in Volume I.

No NDA form is included in the package. Please provide the form or confirm none is required. Response: Non-disclosure is not required.

7. Existing drawings. Section C states a set of paper drawings will be issued for contractor use and mark-up. Please confirm whether any existing 1st and 5th floor mechanical drawings can be made available to offerors before the submission date, and in what form, given the electronics prohibition in the 5th floor SCIF areas. Response: The drawings will only be given to the contractor after the award.

8. Post-site-visit questions. The question deadline is August 26 at 12:00 PM, one day before the August 27 site visit. Will the Government accept questions arising from the site visit?

Response: Yes, an extension for questions will be granted to September 3 at 12:00 PM

EST.

9. Contract vehicle. Section L 1.0 states the Government intends to issue a BPA, and Section M applies the tradeoff process under FAR 13.106-2, while the solicitation is issued on an SF1442 with FAR Part 36 construction clauses. Please confirm the intended contract type and whether FAR Part 13 procedures govern. Response: Section L

(Correction): “the Government intends to award a Purchase Order from this RFQ”.

Section M (Correction): “The Government intends to award a Purchase Order to the responsible Offeror whose proposal represents the best value to the Government after evaluation in accordance with the solicitation”. Simplified Acquisition Procedures apply to this procurement, and the contract type is anticipated to be Firm Fixed Price (FFP).

10. Will this result in a firm-fixed-price contract for the awarded Contractor? Response: Yes

11. Is it possible for the Contractor to provide different unit hours for the tasks listed in the price schedule or are these just estimated unit hours that are being used to produce a total amount to allow the GOV to make a decision? From an initial impression, the unit hours on the price schedule seem a bit low when compared to the tasks required and for the additional time that may be necessary to complete these tasks at a secure facility.

Response: Yes, you can provide different unit hours for the tasks.

12. Can we assume that the survey data generated from these tasks may also need to be presented in an electronic format [PDF, DOC] to aid the GOV and possibly other [A/E] vendors to generate electronic as-built drawings? Can we assume the awarded Contractor will not be asked to produce electronic as-built drawings? The price schedule only mentions producing paper markups of existing drawings that will be provided by the GOV. Please confirm.

Response: Yes, they can be presented in an electronic format (PDF).

Yes, we need electronic as-built drawings of the survey results. The existing drawings the government has are outdated but they can be used to help assist in the start as background to produce the PDF.

13. The flushing and reverse flushing task does not indicate a need for fluid capture and disposal. Is the GOV aware if the systems have any chemicals or glycol that need to be properly disposed of once captured during the flushing task? If chemicals do exist in the chiller system; how is the awarded Contractor expected to handle the disposal of said captured fluid. Response: Yes, there are chemicals in the system. However, there are no hazardous materials in the system. The contractor is responsible for handling the disposal.

14. During the riser identification on the 5th floor, it seems possible that there may be a need to disturb piping insulation to achieve results. Will the awarded Contractor be required to patch any disturbed mechanical insulation they touched? Response: Yes, the contractor will be required to patch any disturbed mechanical insulation they touched.

15. Can we assume the awarded Contractor will be allowed to store tools, equipment, service / carts dollies etc. at the facility during the performance period? Response: Yes, you will have a small area to store tools, etc.
