About this opportunity
The Federal Aviation Administration's Enroute Construction Branch is seeking to replace and service chilled water modulating and bypass modulating valves at the Anchorage Air Route Traffic Control Center (ZAN) in Alaska. The project involves replacing six specific Apollo-manufactured valves - three control valves and three isolation valves - each 6-inch valves sized for 320 GPM flow rate, along with new actuators that must be BACnet compatible and explosion proof to match existing boiler valve actuators. Contractors must provide all necessary labor, equipment, tools, transportation, and materials for the valve replacement work, which must be performed in accordance with FAA specifications and drawings. The contract will be awarded to the lowest-priced, technically acceptable offeror, with offerors required to submit comprehensive documentation including financial capability, insurability proof, and past performance references for three similar contracts valued at $100,000 or more. Proposals are due electronically by July 1, 2025, at 5:00 PM Eastern Time, with a mandatory site visit scheduled for June 10, 2025, at 10:00 AM local time requiring advance registration and valid Real ID documentation.
This procurement is designated as a 100% small business set-aside under NAICS code 237110 (Water and Sewer Line and Related Structures Construction) with a size standard of $45.0 million. The estimated contract value ranges from $100,000 to $200,000, structured as a firm-fixed-price, one job lump sum award. The performance period is 60 calendar days, with work constrained to normal business hours of 8:00 AM to 5:00 PM, Monday through Friday, due to the facility's 24/7 air traffic control operations. All work will be performed at the secured Anchorage ARTCC facility in Anchorage, Alaska, requiring US citizen workers and careful coordination with FAA personnel for any system shutdowns. The project includes strict documentation requirements such as as-built drawings, operation manuals, and a one-year construction warranty, with compliance required for Davis-Bacon wage rates, Buy American Act provisions, and Infrastructure Investment and Jobs Act requirements.
