About this opportunity

The Department of the Navy Naval Air Systems Command Naval Air Warfare Center is seeking dedicated, full-time childcare services and spaces for eligible Department of Defense (DoD) personnel in the Washington DC metropolitan area. The Request for Proposal (RFP) NAFNDW-25-R-2002 requires facility-based childcare services for children ages six weeks to five years, located either within a 15-mile radius of the Pentagon in Arlington, Alexandria, Falls Church, or Fairfax, VA, or within a 5-mile radius of the Washington Navy Yard in Washington, DC. Proposals will be evaluated based on technical capability (most important), key personnel qualifications, past performance, and price factors. The pre-proposal meeting was held virtually on January 10, 2025, with electronic proposals due by 2:00 PM EST on February 19, 2025. Questions about the RFP were required to be submitted by January 23, 2025, with the government anticipating award decisions within three months after the RFP closing date.

The contract is a local area set-aside with a Firm-Fixed-Price structure and will include one base year plus four one-year option periods. The maximum number of requested spaces ranges from 8-24 for infants, 12-36 for toddlers, 20-40 for preschool, and 24 for kindergarten across the specified locations. Contractors will be required to manage enrollment through the MilitaryChildcare.com system, charge parent fees based on DoD rates and family income, and provide meals meeting USDA requirements. The spaces can be integrated with other enrolled children while meeting state licensing and DoD accreditation standards. Contractors will need to conduct background checks on personnel and maintain necessary state licenses and DoD approvals. The contract is being issued as a non-appropriated funds contract, with multiple awards possible to different childcare providers meeting the specified requirements.
