About this opportunity
The National Park Service seeks landscaping and arborist services to remove debris from six historic aqueducts at Chesapeake & Ohio Canal National Historical Park, with proposals due September 22, 2026, at 5:00 PM EDT (extended by Amendment P00001). This is a 100% small business set-aside under NAICS 561730 with a $9.5 million size standard.
Place of performance spans six aqueduct locations—Seneca Creek, Monocacy, Catoctin Creek, Antietam Creek, Conococheague, and Licking Creek—across Montgomery, Frederick, and Washington counties, Maryland. Work consists of removing accumulated woody debris to a submerged depth of four feet (debris three inches in diameter and above, plus fine woody debris two inches and above), and clearing woody vegetation and plants from masonry, stonework, and aqueduct facades using mechanical and hand tools only, with pruning of tree overhang within 30 feet upstream and downstream. No dredging, grubbing, earth moving, or chemical agents are authorized. All work must comply with ANSI A300 and Z133 standards.
The contractor must employ an ISA Certified Arborist and Maryland Licensed Tree Expert with a minimum of five years' arboricultural experience; these personnel may be subcontractor employees provided they are present on site. Base period of performance runs September 30, 2026, through September 29, 2027. Optional tasks (second debris removal cycle) run April 1, 2027, through September 29, 2027. Base contract line items are firm fixed price; optional items are time and material with not-to-exceed material/equipment amounts ranging from $1,000 to $30,750 per location.
The Government evaluates proposals using best-value tradeoff methodology: technical approach (35%), past performance on aqueduct-specific projects (35%), and price (30%). Prevailing wage rates under Service Contract Act determinations apply (Maryland counties Frederick, Montgomery, and Washington; effective August 2026). A pre-proposal site visit is scheduled for September 10, 2026, at 10:00 AM EDT at 205 West Potomac Street, Williamsport, Maryland 21795.
