About this file

This is a Questions and Answers document for federal contract solicitation 140P3026R0005, issued by the Department of Interior for debris removal services from aqueducts during fiscal year 2026. The document addresses six key clarifications regarding personnel requirements, past performance evaluation, pricing structure, invoicing procedures, and administrative contact information.

The primary clarifications confirm that ISA Certified Arborists and Maryland Licensed Tree Experts may be subcontractor employees rather than direct prime contractor employees, provided they meet all specified requirements and are present on the jobsite. Past performance evaluation focuses strictly on aqueduct-specific experience rather than comparable work on similar structures such as bridges, dams, or culverts. Each option contract line item (CLIN) will be priced and administered as firm-fixed-price totals, with six CLINs per option. Contractors may invoice upon completion of individual CLINs once approved by the Contracting Officer's Representative (COR), with further clarification to be provided at the post-award conference. Credentialed personnel identified in required submittals need not be direct employees of the prime contractor. All correspondence should be directed to Bophany_drakeford@ios.doi.gov with the correct solicitation number 140P3026R0005.

Q&A – 140P3026R0005 CHOH FY26 Remove Debris from Aqueducts

1. Would the Government clarify whether the ISA Certified Arborist and Maryland Licensed Tree Expert may be employees of an identified subcontractor performing the field work, rather than direct employees of the prime contractor, provided that the required credentialed personnel are present on the jobsite as required and all other solicitation requirements are met?

a. See Amendment P0001. The contract requires an ISA Certified Arborist. There is no indication that they shall be direct employees of the prime contractor.

2. Would past performance involving comparable work at adjacent historic waterway or masonry structures – for example bridges, dams or culverts – be considered relevant, or is this factor evaluated strictly as aqueduct specific experience?

a. Past performance will be evaluated for relevancy of aqueduct specific experience.

3. Could you confirm how the Option CLINS will be priced and administered as a firm-fixed-price lump sums, or as true Time-and-Materials against the stated hours and NTE ceilings?

a. There are six CLINs for each option. Each option CLIN will be the firm-fixed price total of that option. The Government reserves the right to award option or exercise option after award.

4. Could you confirm whether the “100% of the work items completed” refers to completion of each individual CLIN – allowing the Contractor to invoice as each aqueduct task is completed and accepted or whether it requires completion of the entire Base or Option scope before any invoice may be submitted?

a. The contractor must receive approval from the COR that the tasks are completed. A post award conference will clarify the invoicing process.

5. Will the Government accept Enclosure 2 completed with subcontractor-employed credentialed personnel, identified as such, or does the clause require those individuals to be our own employees?

a. The credentialed personnel does not have to be direct employees, however they must meet the requirement.

6. Confirm which email address and which solicitation number carries the right one?

a. Please direct all email to Bophany_drakeford@ios.doi.gov

b. The solicitation number is 140P3026R0005.
