The Federal Highway Administration Eastern Federal Lands Highway Division seeks sealed bids exclusively from certified HUBZone Small Business Concerns for repair of storm and flood damage on Peavine Sheeds Creek Road (FS 221) in Cherokee National Forest, Polk County, Tennessee, with bids due May 5, 2026. This is a HUBZone set-aside procurement under Solicitation Number 693C73-26-B-000008.

Place of performance is Polk County, Tennessee, spanning approximately 19.8 miles of roadway. Project work includes grading, roadway resurfacing, drain dip construction, replacement of drainage culverts, slope stabilization, mechanically stabilized earth walls, precast concrete box culvert installation, ditch reconditioning, drainage culvert cleaning, and miscellaneous work. The scope encompasses three primary structures: a precast concrete box culvert at milepost 6.229, an MSE retaining wall at milepost 7.84 to repair a slope failure, and a half-dome corrugated metal pipe aquatic organism passage at milepost 19.302.

The estimated contract value falls within $5 million to $10 million. Performance period is 384 calendar days from Notice to Proceed, with work expected to begin no earlier than July 2026. Bidders must submit a bid guarantee of 20 percent of bid price or $3 million (whichever is less), comply with Davis-Bacon wage requirements, provide performance and payment bonds equal to 100 percent of contract price, maintain active SAM registration, and file VETS-4212 reports. All work must comply with Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-24), geotechnical requirements addressing three sites with different allowable bearing pressures and soil classifications, and environmental commitments including stream protection, fish removal notification protocols, and Endangered Species Act compliance. Sealed bids from certified HUBZone Small Business Concerns only will be accepted for the Cherokee National Forest, Project TN ERFO FS CHRKE804 2020-2(3). Solicitation Number 693C73-26-B-000008, located in Polk County, Tennessee. This project consists of repairing storm and flood damage on Peavine Sheeds Creek Road (FS 221). Project work includes grading, roadway resurfacing, drain dip construction, replacement of drainage culverts, slope stabilization, AOP structure, concrete box culvert, ditch reconditioning, drainage culvert cleaning, and other miscellaneous work. The project is expected to fall within the price range of $5,000,000 to $10,000,000. 

Bid documents should be issued on or about March 30, 2026 Bid due date and location will be specified on the SF 1442, Block 13a of the Solicitation.

IMPORTANT SAM REGISTRATION AND PAYMENT REQUIREMENTS
In accordance with Federal Acquisition Regulation (FAR) 52.204-7 (DEVIATION NOV 2025), prospective contractors shall have an active Federal Government contracts registration in the System for Award Management (SAM) when submitting an offer in response to this solicitation and at the time of award. To register in SAM, go to https://www.sam.gov. Annual contractor representations and certifications must be completed online at https://www.sam.gov. Also, FAR 52.232-33 requires SAM registration for payment.  

The required annual Form VETS-4212 must also be completed online at http://www.dol.gov/vets/vets4212.htm per FAR 52.222-37.

PLEASE NOTE
For security reasons, individuals requiring access to all government buildings must present a valid photo ID and be escorted to their destination by a Government employee. All visitors attending bid openings are urged to arrive at least 1 hour prior to a scheduled bid opening. All visitors must sign in at the main entrance of the Quantum Park facility and wait to be escorted by a Government employee to Eastern Federal Lands Highway Division (EFLHD) in Suite 200.  Visitors must then register with the EFLHD Receptionist. A Government employee will collect all bids. Prior to the bid opening, a Government employee will escort all bidders to the bid opening. Unescorted visitors will be denied entry and no exceptions will be made. Bidders are encouraged to submit bids electronically per the instructions provided in the solicitation.
