About this opportunity
The Medical Readiness Contracting Office-Europe is seeking to procure an automated chemistry analyzer and comprehensive support services for the U.S. Army Health Clinic in Vicenza, Italy. The contract requires the successful offeror to provide all equipment, reagents, consumables, controls, and maintenance necessary for clinical chemistry testing under a Cost Per Reportable Result (CPRR) pricing structure. The analyzer must meet specific technical requirements including single-point specimen entry, random access capabilities, STAT interrupt functionality, and FDA approval, while supporting 27 different analyte tests ranging from glucose and sodium to specialized tests like creatine kinase. The procurement will use a Lowest Price Technically Acceptable (LPTA) evaluation process that assesses technical factors including equipment capabilities, implementation plan, and compliance with contract requirements. Following several amendments, the final deadline for quote submissions is July 15, 2025, with questions originally due by May 8, 2025.
This solicitation is set aside for Women-Owned Small Business (WOSB) participation, though no incumbent contractor is specifically identified in the documents. The contract structure is a Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement with a five-year ordering period from July 1, 2025, to June 30, 2030, covering an estimated total of 212,975 reportable results over the contract duration. The annual workload is projected at approximately 42,595 tests, with the highest volume tests including glucose (2,300 tests), sodium (2,060 tests), and potassium (2,060 tests) annually. Performance will take place at the U.S. Army Health Clinic in Vicenza, Italy, specifically at Caserma Ederle, with the contractor required to begin patient testing by August 30, 2025. The implementation timeline includes instrument delivery by July 31, 2025, and verification between August 1-15, 2025, ensuring minimal disruption to laboratory operations.
