About this opportunity

The Defense Logistics Agency Distribution is seeking industry feedback on a draft performance work statement and technical exhibits for a potential multiple award contract to provide chemical management services at multiple sites. The chemical management services will include procurement, inventory, distribution, use, monitoring, training, and disposal of hazardous materials supporting various weapons system maintenance depots and production lines. Interested parties must demonstrate the capability to invest in reducing inventory costs while maintaining customer support, workforce training, and regulatory compliance. Responses are requested by June 26th to identify any unclear requirements and provide suggestions to improve efficiency and effectiveness.

No set-aside will be used for this potential acquisition. The anticipated NAICS code is 493110 for general warehousing and storage. Services will be provided over the course of multiple years at distribution sites across North America. Vendors may propose capabilities to support single sites, multiple sites, or all requirement areas.

THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY FOR PURPOSES OF RECEIVING RESPONSES FROM INDUSTRY RELATIVE TO THE ATTACHED DRAFT PERFORMANCE WORK STATEMENT (PWS) AND TECHNICAL EXHIBITS (TEs).  THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.  REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The DLA Distribution J7 is considering a multiple award acquisition strategy and our office is seeking vendor feedback on the approach, the draft PWS and draft TEs. Our office is specifically seeking input on 1) any unclear requirement(s); 2) alternate or suggested  changes in meeting the overall intent; 3) areas where the customer may obtain benefit from additional or different requirement; 4) thoughts/concerns about a multiple award approach; 5) any other areas that may benefit the overall intent and effort; and 6) input on whether your company would prefer to propose on one site, multiple sites, or all sites and your rationale in regards to preferring to propose on only one site, multiple sites, or all sites.

The requirement is for Chemical Management Services (CMS) to be executed by a Third Party Logistics (3PL) Hazardous Materials (HM) provider(s) with primary responsibility for supporting a retail industrial direct support maintenance depot and production lines for various weapons systems.  Objectives for this effort are aligned with the DLA Strategic Plan for strengthening service and combatant command readiness and lethality. This RFI is associated with Sources Sought Announcement SP3300-20-SS-5010 posted on 19 December 2019.

CMS is a business model in which DLA and the industrial maintenance activities are purchasing chemical services rather than just chemicals.  These services encompass all aspects of the chemical management lifecycle including procurement, inventory management, delivery/distribution, use (including chemical substitute research), collection, monitoring and reporting, training, disposal, and continual process efficiency.

Under this effort, interested parties would be accountable for the quality and quantity of services provided that reduce chemical lifecycle costs, risks, and environmental impacts, not just the volume of material sold.  Interested parties shall be capable and willing to invest in the inventory objectives to reduce inventory costs; maintaining a proactive approach to providing positive customer support; maintaining a continuous workforce training program that includes all aspects of CMS, and employees who are qualified and are held accountable for successful performance and warfighter support.

The anticipated North American Industrial Classification System (NACIS) code for this acquisition is 493110, General Warehousing and Storage.

Please review this RFI along with the draft PWS and draft TEs in detail and please provide in detail any areas in the PWS and/or TEs that are unclear in any way, any concerns/questions you may have about any of the posted documents, or suggestions on how to improve the efficiency and effectiveness of the effort. Answers to questions will be provided directly back to the vendor asking the question(s).

The Government will not reimburse any concern for any information that is submitted in response to this Request for Information.
