Key contract requirements include mobilization to one of three designated Gulf Coast ports within 14 days of Government notification, provision of a licensed crew and cook, berthing and three daily meals for up to 20 Government personnel, and maintenance of 95 percent operational availability during the 18-day offshore operations period. Performance will be evaluated based on on-time arrival with no more than 24-hour delays, no more than 2 valid complaints weekly regarding food safety or accommodations, maintenance of the 95 percent vessel operational availability standard, and departure within 48 hours of Government release. Interested vendors must submit company information, a CAGE Code, UEI, business size status, and a capability statement demonstrating relevant experience with similar vessel charter services by the April 2, 2026 deadline.

No set-aside designation has been applied to this procurement, and there is no identified incumbent contractor named in the notice. The specific contract value or budget range has not been disclosed in this market research phase. The Period of Performance consists of an 18-day operational period offshore in waters 40-180 feet deep, plus mobilization and demobilization time, with the operation scheduled for November-December 2026 in the Pensacola, Florida area. The vessel must accommodate equipment including four TRICON containers, a Bauer air compressor, an inflatable wing boat, and a Transportable Recompression Chamber System, along with supporting personnel for Naval Construction Group 2's diving operations. Resupply port calls will occur approximately every seven days and are not counted toward the 18-day operational period.
