The Government seeks a contractor to provide a USCG Subchapter I & L certified vessel measuring 130-140 feet in length with a 6-8 foot draft, 35-40 metric ton deck load capacity, 1,320 square feet of minimum deck space, 2-point mooring capability, and passenger capacity for 20 personnel. The vessel must maintain a cruising speed of minimum 12 knots and survey speed of maximum 4.5 knots, and include ladder or attachment area for diver extraction from water.
The contractor shall mobilize the vessel to one of three designated ports (Gulfport, Mississippi; Pensacola, Florida; or Panama City, Florida) within 14 days of Government notification and arrive by 0800 on Day 1. The Period of Performance consists of an 18-day operational period offshore in waters 40-180 feet deep, plus mobilization and demobilization time. The contractor must provide a licensed crew, cook, berthing for up to 20 Government personnel, and three daily meals comparable to Navy galley standards. The vessel must maintain 95 percent operational availability during the 18-day offshore operations period, with one hour daily for routine maintenance. Resupply port calls occur approximately every seven days and are not counted toward the 18-day operational period. The contractor shall demobilize and return the vessel to its home port within 24 hours of official Government release. The Government furnishes fuel, lubricants, dockside services, internet, surveys, permits, and in-water operational support. Performance evaluation criteria include on-time arrival with no more than 24-hour delays, no more than 2 valid complaints weekly regarding food safety or accommodations, 95 percent vessel operational availability, and departure within 48 hours of release.
