The Bureau of Land Management seeks 164 tons of small square hay bales (4,686 bales at 70 pounds each) for the Challis Field Office Wild Horse and Burro Program, with quotes due August 5, 2026 at 1700 Mountain Time and anticipated award August 5. The procurement is a total small business set-aside under NAICS 111940, Hay Farming.
Delivery must occur by August 26, 2026 to the Challis BLM Wild Horse Corrals at 507 Upper Hot Springs Road, Challis, Idaho 83226; partial loads are acceptable and vendors may offer pickup at their location instead. The hay comprises 114.8 tons of 60/40 alfalfa/grass mix (70 percent) and 49.2 tons of timothy and/or equivalent grass species (30 percent); sedges and slough grass are explicitly excluded. All bales must weigh 70 pounds ±10 percent in small square format with 2 or 3 strings, be properly cured and stored, and be free of mold, dust, noxious weeds, and foreign material. Alfalfa and mixed hay must be leafy and green; grass species must be clean and mature. All hay must achieve a Relative Forage Value of at least 90 unless otherwise approved and hold weed-free certification under NAISMA or state-recognized standards; contractors must provide bale tags, load certificates, or official documentation as proof. Non-compliant loads are subject to rejection at no cost to the Government and must be replaced. The Government reserves the right to award multiple contracts, splitting by tonnage, hay type, or delivery date. Evaluation is on price alone. The PSC code is 8710, Forage and Feed, with a $2.5 million small business size standard. Amendment 0001, effective August 3, extended the quote deadline from August 3 to August 5 and modified hay composition to permit timothy and/or equivalent grass species; offerors must acknowledge receipt of this amendment.
