Certification as weed-free under NAISMA or state-recognized standards is mandatory, with contractors required to provide bale tags, load certificates, or official documentation as proof. All hay undergoes inspection at delivery, with weed-free certification and bale quality verified; non-compliant or rejected loads must be replaced at no cost to the Government. The Government reserves the right to award multiple contracts to satisfy the full 164-ton requirement, with contracts potentially split by tonnage, hay type, or delivery date. Invoices must clearly list delivered tonnage by hay type and delivery location with the contract purchase order number included. Statement of Work (SOW)
Small Hay Bale Purchase – Idaho Falls District BLM / Challis BLM Wild Horse & Burro Program
1.0 Purpose
The purpose of this Statement of Work (SOW) is to establish requirements for the purchase, delivery and stacking of 164 tons of 70-lb small square hay bales for the BLM Idaho Falls District, with delivery to the Challis BLM Wild Horse Corrals.
2.0 Hay Specifications
2.1 Bale Specifications
• Bale weight: 70 lbs ± 10%
• Bale type: Small square bale 2 or 3 string
• No mold, dust, noxious weeds, or foreign material
• Properly cured and stored
2.2 Hay Composition (164 Tons Total)
• 70% (114.8 tons) – 60/40 Alfalfa/Grass mix
• 30% (49.2 tons) – Timothy and/or equivalent grass species shall be deemed acceptable for purposes of this Contract; however, it is expressly noted that sedges and “slough grass” are excluded and shall not be permitted.
• 2.3 Nutritional Requirements
• Alfalfa and mixed hay must be leafy and green.
• Grass Species must be clean and mature.
• RFV must meet BLM minimum standards (generally ≥ 90 unless otherwise approved).
2.4 Certified Weed-Free Requirement
All hay must be Certified Weed-Free under NAISMA or State-recognized Weed-Free forage standards.
Contractor shall provide bale tags, load certificates, or official documentation proving certification.
Non-compliant hay will be rejected at no cost to the Government.
3.0 Delivery Requirements
3.1 Delivery Location
Hay may be delivered to the following or provide picked up option at Vendors location:
• Challis BLM Wild Horse Corrals o 504 Upper Hot Springs RD
Challis, ID 83226
3.2 Delivery Date
• Prior to August 26, 2026
Partial loads may be approved.
3.3 Offloading
• Must coordinate unload per Government direction.
4.0 Inspection & Acceptance
• All hay will be inspected at delivery.
• Weed-free certification and bale quality will be verified.
• Rejected loads must be replaced at no cost to the Government.
5.0 Multiple Vendor Award Option
The Government may award multiple contracts to satisfy the full 164-ton requirement.
Contracts may be split by tonnage, hay type, or delivery date.
6.0 Period of Performance
Covers deliveries made by 26 August 2026, unless modified by Contracting Officer.
7.0 Invoicing
Invoices must clearly list delivered tonnage by hay type and delivery location. Contract PO must be included on the Invoice submitted thru IPP.
