About this opportunity
The U.S. Army Corps of Engineers, Fort Randall Project Office (Omaha) has cancelled solicitation W9128F26QA081 for trail construction via Amendment 0001 issued September 15, 2026. The original procurement, posted August 13 with a September 9 proposal deadline, sought construction of approximately 2,250 linear feet of natural surface trail within the Lisa M. Durham Memorial Trail System at Fort Randall Dam in Pickstown, South Dakota, under a Total Small Business set-aside.
Work scope required clearing and grubbing a minimum 72-inch-wide and 80-inch-high corridor; bench excavation and tread shaping to 36–48-inch finished width; installation of a 4-inch mechanically compacted crushed gravel surface layer; switchback and drainage feature construction; and a 4-foot by 8-foot gravel pad at the trail midpoint. The trail must achieve 6–8 percent sustained grade with maximum 10–15 percent grades for no more than 30-foot intervals. Cedar trees trimmed 25 percent or more required removal to ground level; native Burr Oak trees must be protected from damage. USACE would furnish approximately 245 tons of crushed gravel to the staging area.
Physical construction completion was required by November 27, 2026, with contract period extending through December 31, 2026. Work hours were 0700–1700 Monday through Friday, excluding four federal holidays. The contractor required three years of comparable sustainable trail construction experience with minimum 150-foot elevation change and 50–60 percent side-slope terrain, plus active Professional Trail Builders Association Certified Trail Builder status. Evaluation weighted Technical Approach and Understanding, Qualifications and Certifications, Past Performance, and Price equally. The NAICS code is 237990, Other Heavy and Civil Engineering Construction. Prevailing wage rates applied per South Dakota Wage Determination SD20260001 (effective July 30, 2026). Buy American requirements and minimum insurance coverage of one million general liability and one hundred thousand workers' compensation applied.

AM0001 Issued to Cancel Solicitation
****************
This solicitation is restricted to Small Business.
Project Description:
The contractor will be required to clear and grub a trail corridor that is a minimum of 72-inches wide and 80-inches high within the designated path alignment. This work consists of clearing, grubbing, trimming, removing, and treating trees, logs, limbs, branches, brush, plants, and other vegetation within the clearing limits. Clearing practices must include removal down to ground level of any cedar tree that will be trimmed 25% or more. Furthermore, the contractor shall work to avoid any damage to existing, native Burr Oak trees. Cleared vegetation must be removed and piled near the staging area adjacent to the asphalt road for future USACE removal. The trail link will be approximately 2,250 linear feet of bench excavation and tread shaping to establish a stable tread base which follows the alignment in attached Drawing 1, which will be staked by USACE prior to mobilization. The finished trail tread width will range between 36 - 48-inches depending on location and terrain and will be topped with a 4-inch lift of mechanically compacted crushed gravel. The crushed gravel will be placed, graded, and mechanically compacted. Due to the terrain, the final path at minimum will consist of switchbacks with turning platforms to ensure a proper turn radii for both foot and bicycle traffic. The required grade average for the trail tread is 6-8% sustained with a max of 10-15% for no more than 30-foot intervals. Grade reversals and drainage features are required to be installed as preventative measures to promote long-term sustainability. At the halfway point of the trail link, a 4-foot by 8-foot gravel pad with a 4-inch mechanically compacted lift will be constructed adjacent to the trail path for future USACE placement of a cedar log bench. Ground disturbance outside of the clearing limits must be prevented. Significant ground disturbance outside of these limits will result in the contractor's need to perform remedial vegetation
measures, as directed by USACE.
