About this opportunity
The Department of State Office of Acquisition Management has awarded a sole-source contract to Chainalysis Government Solutions, LLC for Chainalysis Reactor licenses, training, and investigative case support to the Government of Mexico, with an estimated contract value of $1.21 million.
The justification cites FAR 12.102(b), citing brand-name only acquisition and Chainalysis as the sole responsible source. The Bureau of International Narcotics and Law Enforcement Affairs requires Reactor licenses, technical assistance, and in-country support in Spanish as a donation to nine Mexican federal and state law enforcement entities. Market research confirmed no other vendor can provide the integrated combination of Spanish-language software support, bundled training, licensing, technical assistance, and in-country support at the same cost structure. Chainalysis possesses unique proprietary technologies, exclusive licensing rights to the Reactor platform, proprietary attribution datasets and methodologies unavailable through competitors or resellers, and proven expertise supporting U.S. and Mexican law enforcement in cryptocurrency investigations.
Deliverables include nine Reactor licenses, one technical assistance service package covering all nine licenses, one Customer Success Manager, 900 hours of investigative case support (100 hours per license), one on-site course refresher in the base year, and 54 virtual refresher sessions in the option year. The estimated period of performance includes a base year and one option year. Services will be delivered in stages according to INL authorization, primarily through an online platform with on-site training and selected in-person support, with all materials delivered in Spanish. Chainalysis Government Solutions is located in Ashburn, Virginia.
