Summary

This is a Justification for Other Than Full and Open Competition (J&A) submitted by the U.S. Department of State, Office of Acquisitions Management for the INL Mexico City requiring activity. The document justifies awarding a sole-source contract to Chainalysis Government Solutions, LLC of Ashburn, Virginia for specialized blockchain analytics software, technical assistance, investigative support, and training in Spanish to support nine Mexican federal and state government entities previously certified in Chainalysis Cryptocurrency Fundamentals Certification (CCFC) and Reactor Certification (CRC) in their investigation of illicit cryptocurrency transactions and financial crimes. The estimated contract value is $1,210,000.00 USD for the entire period of performance, including a base year and one option year.

The required deliverables include nine Chainalysis "Reactor" licenses (one per Mexican entity), one technical assistance service package covering all nine licenses, one Customer Success Manager supporting all nine entities, 900 hours of investigative case support (100 hours per license), one on-site course refresher in the base year, and 54 virtual course refresher sessions in the option year. Services will be delivered in stages according to INL authorization, primarily through an online platform with on-site training and selected in-person support, with all materials delivered in Spanish. The justification establishes that Chainalysis possesses unique proprietary technologies, exclusive licensing rights to the Reactor platform, proprietary attribution datasets and methodologies unavailable through competitors or resellers, and proven expertise supporting U.S. and Mexican law enforcement in cryptocurrency investigations. Market research confirmed no other vendor can provide the integrated combination of Spanish-language software support, bundled training, licensing, technical assistance, and in-country support at the same cost structure. A notice will be publicized per FAR Subpart 5.2.
