About this opportunity
The U.S. Coast Guard is soliciting quotes for dockside availability maintenance and repair work on USCGC TAMPA (WMEC-270A), a medium endurance cutter, including labor, materials, and equipment to complete 10 base work items and 2 optional work items at U.S. Coast Guard Integrated Port Facility Portsmouth. The base work scope encompasses cleaning and inspecting potable water tanks, seawater heat exchangers, chill water systems, pneumatic tanks, hot water accumulators, grey water holding tanks, sewage holding tanks, sewage piping flushing, potable water preservation, and temporary heating and cooling services. Quoters must provide technical capability and past performance documentation (no more than three references from the past three years), along with pricing on the government-furnished price schedule with unit prices limited to two decimal places. The government will award to the responsible offeror whose quotation represents the best value considering technical capability, past performance, and price, though it reserves the right to select a higher-priced offeror if superior technical capability or past performance justifies the selection. All written questions must be submitted by noon Eastern Time on May 1, 2026, with quotes due by noon Eastern Time on May 5, 2026, via email to frank.r.burton@uscg.mil and Mathew.a.malo@uscg.mil; a site visit is scheduled for April 29, 2026 at 10:00 a.m. at the Portsmouth facility.
This procurement is a 100% small business set-aside under NAICS code 336611 (Shipbuilding and Repairing) with a small business size standard of 1,300 employees, with no identified incumbent contractor. The contract is structured as a firm-fixed-price Request for Quote with an estimated performance period from May 11 through July 19, 2026, and the government anticipates approximately 800 additional labor hours and $8,000 in material costs for growth work, though actual costs may exceed these estimates. Quoters must maintain active registration in the System for Award Management (SAM) at time of offer submission and award, hold prices firm for 60 calendar days from offer receipt date, provide proof of liability insurance, and complete specified blocks on the SF 1449 form (17a with UEI, 23, 24, and 30a, b, and c). All work will be performed at U.S. Coast Guard Integrated Port Facility Portsmouth, located at 4000 Coast Guard Boulevard, Portsmouth, Virginia 23703, with invoices to be submitted through the Invoice Processing Platform at https://www.ipp.gov/. Prospective quoters are strongly encouraged to conduct site visits and review sister ship specifications prior to quote submission to field-verify quantities and ensure accurate pricing.
