About this opportunity

The U.S. Department of State (DOS) issued a Request for Information (RFI) on April 28, 2026, to conduct market research on centralized survey and evaluation system platforms. This Special Notice seeks information on commercially available solutions that are comparable to or exceed the capabilities of Qualtrics, which the Department currently utilizes. The RFI is issued under Federal Acquisition Regulation (FAR) Part 10 and is for information and planning purposes only, not constituting a formal solicitation or commitment to award a contract. The Department is particularly interested in understanding the breadth of solutions available in the marketplace and the extent to which small businesses can independently provide such capabilities. Responses submitted will not be considered as proposals or offers, and the Government will not reimburse respondents for preparation costs. The opportunity falls under the NAICS category of Other Computer Related Services (541519).

The primary objective of this RFI is to identify commercially viable alternatives to the Department's current Qualtrics platform while gathering intelligence on implementation timelines, cost structures, deployment models, and technical security integration capabilities. Responses are due by May 4, 2026, at 4:00 PM Eastern Time and must not exceed 15 pages excluding cover materials. Vendors must address eight key evaluation categories, including capability availability, deployment and implementation options, small business participation strategies, cost and pricing models, scalability requirements for 1,000,000+ respondents with 99.9% uptime, data management and security compliance, and training and support services. Any company providing commercial IT solutions is eligible to respond, though the Department particularly encourages small business participation information. Respondents should direct inquiries to Guio Jacobs, Contracting Officer, at Jacobsg@state.gov, and should include company identifiers such as CAGE Code, UEI Number, and any relevant GSA schedule or GWAC/IDIQ contract numbers in their submissions.
