About this opportunity
The U.S. Census Bureau has released a Special Notice inviting industry feedback on draft solicitation materials for the Census Bureau Transformation & Application Modernization (CenTAM) initiative. This pre-solicitation notice precedes an anticipated competitive Request for Quotation (RFQ) that will be issued under the General Services Administration (GSA) Multiple Award Schedule (MAS). The solicitation will establish four separate Blanket Purchase Agreements (BPAs) to support the Census Bureau's modernization efforts: Enterprise, Decennial, Geospatial, and Systems and Program Support (SPS). The notice invites vendors to submit questions and feedback on draft solicitation sections, including the Performance Work Statement, evaluation criteria, and attachments. Industry feedback will be used at the Government's discretion to clarify and refine requirements prior to finalizing the solicitation. The Government has indicated it does not intend to conduct a formal question and answer period after the final RFQ is issued.
The purpose of this Special Notice is to gather vendor input on draft solicitation materials to identify discrepancies, ambiguities, and areas requiring clarification before issuance of the final RFQ anticipated in July 2026. All industry feedback must be submitted using the provided CenTAM Industry Feedback Template with the file naming convention "[Vendor Name] - CenTAM Industry Feedback.xls" no later than Monday, May 11, 2026 at 5:00 PM EST to Matthew Gore and Bryan Shearer. Eligibility is restricted to Small Businesses, including eligible Joint Ventures, that currently hold a GSA MAS Information Technology Category SIN 54151S. The CenTAM framework encompasses five primary task areas—Order and Program Management, IT Project and Program Management, Architecture and Engineering, Application Development and Management Services, and Advanced Data Science and Data Management—with each BPA offering different scope and award structures, ranging from multiple-award vehicles (Enterprise and SPS) to single-award vehicles (Decennial and Geospatial) supporting the Census Bureau's technology modernization and the 2030 Census operations.
