NOTICE TO VENDORS:

THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This Special Notice is NOT a request for quotations (RFQ) and does not obligate the Government to award a contract.

The United States Census Bureau (USCB) is issuing this Notice to Industry to release draft solicitation materials for industry review and feedback in advance of an anticipated competitive

RFQ for the CenTAM requirement.

ANTICIPATED ACQUISTION APPROACH:

The Government anticipates issuing this requirement as a competitive RFQ under the General

Services Administration (GSA) Multiple Award Schedule (MAS).

Only Small Businesses, including eligible Joint Ventures, holding the applicable GSA MAS

Information Technology Category SIN 54151S will be eligible to submit quotations.

PURPOSE OF INDUSTRY REVIEW:

The Government’s intent is to receive all questions and comments during this pre-solicitation period to identify discrepancies, ambiguities, and areas requiring clarification prior to finalizing the solicitation.

The Government does not intend to conduct a formal question and answer period after issuance of the final RFQ. Vendors are strongly encouraged to submit all questions and comments during this pre-solicitation phase.

The Government reserves the right to not respond to all or any questions or comments received. However, feedback received may be used, at the Government’s discretion, to clarify and refine requirements/sections in the final solicitation. The Government reserves the right to open an additional round of questions after the Final RFQ is issued if determined to be necessary and in the Government’s best interest.

The Government is releasing the following draft solicitation sections for industry review and feedback:

All industry feedback must:

• Be submitted using the CenTAM Industry Feedback Template provided with this notice, following the specified file naming convention: “[Vendor Name] - CenTAM

• Be submitted electronically no later than: Monday, May 11, 2026 at 5pm EST with the subject line “[Vendor Name] - CenTAM Industry Feedback”

Vendors are requested to provide the following non‑binding feedback using the Request for

Industry Feedback Template (Vendor Information and Bid Intent tab) provided with this notice:

• If your company intends to submit a quote as a Prime Contractor, which CenTAM BPA(s) your company intends to pursue

This information is requested solely for acquisition planning purposes and will not affect eligibility or evaluation under the final solicitation.

Question And Comment Submission Instructions:

Submit all questions and comments using the structured table provided in the Request for

Industry Feedback Template (Questions & Comments tab) provided with this notice.

Please be sure to identify the topic area, section, paragraph, page number (if applicable), and type of input for each question and/or comment submitted.

IMPORTANT NOTES:

• This Notice is for informational purposes only and does not constitute a solicitation or commitment by the Government.

• Participation is voluntary and will not affect eligibility for future solicitations.

• The Government will not reimburse any costs incurred in responding to this notice.

• Please do not submit capability statements, marketing materials, or other extraneous content. Verbal responses and submissions to any address other than those listed above will not be accepted.

• Respondents are advised not to include proprietary, classified, or sensitive information in their submissions. While the Government will take reasonable steps to safeguard information that is clearly marked as confidential, it cannot guarantee the protection of unmarked data.

• Contractor personnel may assist the Government in reviewing responses. All such personnel have signed appropriate non-disclosure agreements on file with the Decennial

Contract Execution Office (DCEO).

• While the Government will not publicly release individual responses, information received may inform acquisition strategy and final solicitation documents.

• The Government reserves the right to engage in follow-up discussions with vendors as part of the pre-solicitation phase.
