DRAFT CenTAM Labor Roles

Note: Each Labor role below will have 4 categories that vendors will price for the CenTAM Framework. These 4 categories provide a spread of experience:

• Junior (0-4 Years Experience)

• Intermediate (5-9 Years Experience)

• Senior (10-14 Years Experience

• SME (15+ Years of Experience)

Labor Role Definitions

Administration

Support

Responsible for providing administrative assistance, logistical coordination, and general clerical support to contract program and project teams. Duties include but not limited to scheduling appointments, setting travel arrangements, meeting arrangements, correspondence support, document management, document routing, document drafting, minutes drafting, and other similar support functions.

Agile Coach Teaches, coaches, and leads individuals, teams, and programs to adopt, expand and transform the implementation of agile methodologies and practices within and across an organization. Provides agile leadership coaching to executives, managers, scrum masters, and team leads. Provides training in agile frameworks and practices. Instill a culture of continuous improvement and collaboration.

AI/ML Engineer Designs, develops and operates machine learning and artificial intelligence models for software applications.

Develops and maintains data pipelines to support AI/ML models and applications. Works closely with other engineers, statisticians, developers, computer scientists to program AI systems. Provides AI solutions that are safe, trustworthy, explainable, and in compliance with Federal, Commerce Department, and Census Bureau policies and regulations.

Developer

Responsible for the development, implementation, and testing of software solutions. Applies coding and documentation best practices. Adheres to Census Bureau technical and security requirements, and software and system development lifecycle frameworks. This labor category spans different types of software development, languages, and platforms, including custom solutions, cloud native development, front-end, back-end, and full-stack.

Engineer

Implements and manages monitoring systems to continuously assess the performance, availability, and security of applications, proactively identifying and resolving issues for uninterrupted service delivery.

Designs, develops, engineers, and implements solutions, frameworks, and processes focused on the security of applications. May perform vulnerability/risk analyses of computer systems and applications during all phases of the system development life cycle. Identifies and mitigates security vulnerabilities in applications in collaboration with application developers, data engineers, business analysts, system engineers, and other staff.

Specialist

Follows test plans to perform software testing for applications and systems for adherence to quality standards, functional requirements, and security protocols. Performs automated testing functions. Provides documentation of results.

Responsible for managing systems access for users, utilization, capacity planning, costs, license management, backup and recovery procedures, and other administrative support for applications and/or software tools.

Business Analyst Collects, analyzes, and documents the business, functional, and technical needs and requirements for the successful development and implementation of technology solutions.

Analyst

Responsible for utilizing software to analyze, interpret, and visualize data so to provide valuable insights, reports and mission/business intelligence to support decision making.

Manager

Provides support for the management of the Task Order. This support includes human resource / staffing management, staffing security and compliance management, finance management, project control management, internal controls management, and contract and subcontract management.

Cloud Architect Designs cloud-based solutions and architectures, leveraging cloud computing technologies and services to meet the specific needs and objectives of an organization. Assesses requirements, cloud platforms, designs scalable and secure cloud infrastructures, and provides solutions that allow for interoperability across the IT environment.

Cloud Engineer Supports cloud infrastructure and services to enable efficient and secure deployment, scalability, and availability application solutions and data in the cloud. Research, engineer, and design options for continually moving services and solutions to the cloud, including new cloud-native applications. Provide oversight of cloud migrations and provide support to new implementations.

Communications

Specialist

Develops and delivers communications content via documents, presentations, placemats, infographics, memos, email, blogs, social media, brochures, newsletters, and other publications as required. Develops and executes communication plans, including stakeholder mapping, to optimize communications channels. Creates, edits, and/or maintains and style guides. Reviews communications from technical subject matter experts. Provides graphic visualizations support.

Data Architect Designs, develops, deploys and manages the data architectures, data strategies, and data governance frameworks and processes for efficient and secure management of data assets for systems, applications, and databases. Develops strategies for data acquisitions and archive recovery, Translates business needs into long-term architecture solutions. Evaluates reusability of current data for additional analyses. Incorporates metadata management into data strategies and solutions to optimize access, performance, and costs.

Data Engineer Designs, builds, optimizes and maintains data pipelines, data systems, and data architectures that enable the collection, storage, analysis, and quality management for data within an organization.

Data Scientist Responsible for analyzing and interpreting large and/or complex datasets using statistical analysis, machine learning, artificial intelligence, and other modern advanced analytical techniques. Responsible for building, testing, and maintaining a variety of data models and algorithms that meet the organization's needs. Performs these functions using languages such as Python, R, SAS, SQL and associated data science libraries and tools.

Administrator

Administers, tests, and implements databases, applying knowledge of database management systems.

Coordinate changes to databases. May plan, coordinate, and implement security measures to safeguard databases.

Database

Architect

Design strategies for enterprise database systems and set standards for operations, programming, and security.

Design and construct large databases. Integrate new systems with existing warehouse structure and refine system performance and functionality.

DevSecOps

Engineer

Responsible for integrating security practices into the DevOps process by embedding security controls into the

DevOps pipeline, automating security testing, and monitoring / incident response. Provides administration of

DevSecOps processes, platforms and/or software.

Enterprise

Architect

Responsible for developing, updating, and maintaining enterprise architecture frameworks so that technology strategies are interoperable, scalable, and aligned to overall technical and business/mission goals for an organization.

Geospatial

Analyst

Utilizes geospatial data and tools to analyze and interpret geographic information, supporting the planning, requirements gathering, implementation, and provides program operations. Visualizes demographic data, identifies patterns and trends, and provides valuable insights to inform decision-making.

Responsible for the development and implementation of software solutions, ensuring adherence to coding standards, best practices, and technical requirements.

GIS Systems

Analyst

Responsible for supporting the design, operations, and integration of geospatial information systems. Performs functional and technical needs assessments & workflow analyses for geospatial systems.

Graphic

Designer

Responsible for conceptualizing, designing, and developing a wide variety of information materials (technical, promotional, informational) through visual materials. Responsible for combining design elements and publishing / graphics software tools to develop materials in accordance with the organization's design standards.

Program Analyst Provides analytical consultative services required to administer programs throughout all phases of business requirements analysis, software design, system and performance testing, and implementation. Analyze and review budget, schedule, and other program resources. Identify resource shortfalls and make corrective recommendations. Participate in analysis sessions to provide program requirements. Review the business and system, software and system integration requirements so the requirements meet the program needs. Consider alternatives and develop recommendations. Identify, communicate and resolve risks. Identify and resolve issues to eliminate or mitigate the occurrence of consequences that may impact the success of the project. Research and analyze resource material.

Manager

Serve as the program manager typically responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel. Provide overall direction of program activities. Manage and maintain contractor interface with the senior levels of the customer's organization. Consult with customer and contractor personnel to formulate and review task plans and deliverables so they are in conformance with program and project task schedules and costs and contractual obligations. Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee and be responsible for the successful completion of all assigned tasks.

Project Manager Responsible for overseeing all aspects of a project, leading a team on large projects or a significant segment of large and complex projects. Analyzes new and complex project-related problems and creates innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project.

Analyst

Develops and implements quality control methodologies for compliance with quality assurance standards, guidelines, and procedures. Develops and defines characteristics of quality including quality metrics and scoring parameters and determines requisite quality control resources needed. Establishes and maintains a process for evaluating hardware, software, and associated documentation. Assists in performing the evaluations. Conducts and/or participates in formal and informal reviews throughout the development life cycle.

Manager

Provides leadership and management of setting up quality management or configuration management activities throughout lifecycle of projects. Conducts audits and reviews/analyzes data and documentation. Develops and implements procedures and test plans for assuring quality. Provides configuration management planning.

Describes provisions for configuration identification, change control, configuration status accounting, and configuration audits. Regulates the change process so that only approved and validated changes are incorporated into product and related product documents.

Release Train

Engineer

Coordinates and facilitates the delivery of software releases within an Agile framework. Works closely with multiple Agile teams, providing alignment, synchronization, and efficient delivery of value across the release train. Facilitates Agile ceremonies, manage dependencies, resolve impediments, and provide guidance for the release of software increments.

Scheduler Developing and maintaining project schedules, tracking progress, adjusting timelines, developing and managing critical paths for complex and interrelated tasks. Responsible for working closely with stakeholders to understand schedules, communicate changes and impacts to project teams. Utilizes professional scheduling software.

Scrum Master Facilitates development processes by coaching and guiding agile teams for an understanding of the scrum framework and its principles, values, and practices. Duties may include facilitating conversations between members of the same team or across teams to resolve conflict and improve collaboration; management impediments so the team can focus on getting work done; and coaching the team towards better self-management.

Site Reliability

Engineer

Responsible for the reliability, scalability, and performance of systems and applications, applying software engineering principles to optimize infrastructure and minimize downtime.

Solution

Architect

Responsible for architecting solutions, including cloud-based solutions, for systems and applications to meet business and mission needs. Responsible for developing and analyzing requirements, collaborating with stakeholders, and developing technical strategies, diagrams, and roadmaps.

Systems

Engineer

Responsible for supporting the design, implementation, and maintenance of IT systems. Responsibilities include analyzing business requirements and translating into technical solutions that are aligned to the business / mission needs; employing appropriate architectural frameworks and principles; driving the implementation and utilization of scaled agile methodologies; developing, updating, and maintaining system design solutions and documentation; supporting quality assurance processes for adherence to standards and best practices.

Technical Writer Responsible for writing and/or editing technical documents, including reports, documentation guides, user manuals, briefings and presentations, functional descriptions, system specifications, guidelines, special reports, and other written documents. Produces clear, concise, and accurate documentation and communication materials that effectively convey technical information to stakeholders.

Test Engineer Responsible for designing, implementing, and executing test plans and strategies for quality of software applications and systems. Implements automated testing tools and strategies. Develops, maintains, and upgrades automated test scripts and architectures for application products while monitoring and reporting status of system testing. Performs testing and provides results and recommendations.

Trainer Develops training plans, develops training materials, provides training sessions, and performs post-training assessments.

UI/UX Designer Responsible the design of user interfaces for applications with a focus on optimizing the overall user experience. Uses human centric design to build user-friendly and visually appealing interfaces. Performs research, develops wireframes, prototypes, and provides graphical design support for digital experiences.
