About this opportunity

The United States Marine Corps seeks procurement, installation, configuration, testing, commissioning, and three-year maintenance of a commercial cellular signal booster system for the Marine Corps Reserve Center in Brooklyn, NY, with quotations due July 28, 2026 at 1200 CST. The procurement is set aside for Women-Owned Small Businesses (WOSB) with a 100 percent small business reserve.

Place of performance is Brooklyn, NY 11234. The system must enhance in-building cellular coverage for AT&T, Verizon, and T-Mobile across designated areas of the 1st and 2nd floors, supporting licensed cellular bands and Low-Band 5G frequencies (approximately 600 MHz to 1 GHz) with 4G LTE coexistence via Dynamic Spectrum Sharing. The minimum performance requirement is 90% coverage at 100 dBm RSRP or better, verified by pre- and post-installation RF signal surveys and heat maps. Installation must be completed within 2–3 weeks of contract award during normal business hours (Monday–Friday, 0700–1700) per OSHA and National Electrical Code standards. The contractor must register the system with each affected carrier and equipment manufacturer per 47 CFR Part 20.21 prior to activation. Deliverables include the fully operational system, RF surveys, as-built drawings, FCC/carrier registrations, warranty documentation, and O&M documentation. A mandatory pre-proposal site visit is required for all offerors. The NAICS code is 334290, Other Communications Equipment Manufacturing; PSC is 5895, Miscellaneous Communication Equipment. Evaluation criteria are price, technical capability, past performance via SPRS, and site visit observations. Amendment 0001, effective July 24, 2026, extended the deadline from July 27 to July 28. Questions are due July 22. Contact CWO2 Jordan D. Rasmussen at (718) 252-3100 ext. 401 for technical matters; submit questions and quotations to adam.dillard@usmc.mil and oscar.quintana@usmc.mil.
