About this file
This document is a Statement of Salient Characteristics for a federal in-building cellular coverage enhancement system procurement at the Marine Corps Reserve Center (MCRC) in Brooklyn, NY, managed by the 6th Communication Battalion.
The Government seeks procurement, installation, configuration, testing, commissioning, and three-year maintenance/support for a commercial cellular coverage enhancement system (DAS, signal booster, or equivalent) that improves service for AT&T, Verizon, and T-Mobile across designated areas of the 1st and 2nd floors. The system must support licensed cellular bands and Low-Band 5G frequencies (approximately 600 MHz to 1 GHz) with coexistence capability for 4G LTE via Dynamic Spectrum Sharing. The minimum performance requirement is 90% coverage at −100 dBm RSRP or better across all designated coverage areas, verified by pre- and post-installation RF signal surveys and heat maps. The proposed system architecture is left to the contractor's discretion based on site survey results but must include donor/exterior antennas on the roof or parapet, a head-end/network amplification unit in Government-provided telecommunications space (2nd Floor Telecom Room 213), distributed coverage/amplification units, interior broadcast antennas, and all associated cabling and ancillary components. Installation must be completed within 2–3 weeks of contract award during normal business hours (Monday–Friday, 0700–1700), with all work performed per OSHA and National Electrical Code standards. The contractor must register the system with each affected carrier and equipment manufacturer per 47 CFR Part 20.21 prior to activation. Deliverables include the fully operational system, RF surveys, as-built drawings, FCC/carrier registrations, warranty documentation, and O&M documentation. The Government furnishes 110V power outlets, suitable equipment space, roof/parapet/ceiling access, and a staging area for decommissioned materials. A mandatory pre-proposal site visit is required for all offerors; final equipment quantities and component locations shall be confirmed in writing with the TPOC prior to installation. An optional task for additional building coverage is available as a separately priced option, and the Government reserves the unilateral right to add coverage for remaining buildings via bilateral modification prior to performance start. The Technical Point of Contact is CWO2 Jordan D. Rasmussen at (718) 252-3100 ext. 401.
