About this opportunity

The U.S. Department of State is seeking a contractor to provide comprehensive cellphone services for its mission in Kampala, Uganda. The Request for Quotations (RFQ) solicits proposals for mobile telecommunications services, including smartphone mobile communication plans, voice services, data plans, international calling, roaming, and SMS messaging. Potential contractors must submit their quotations electronically to KampalaBid@state.gov by June 10, 2025 at 3:00pm local time, with a pre-quotation conference scheduled for May 21, 2025. The government will use a comparative evaluation method to determine the best value, which involves directly comparing offers against each other rather than using a lowest-price technically acceptable approach. Offerors must be registered in the System for Award Management (SAM), complete specific forms including a Cybersecurity Supply Chain Risk Management questionnaire, and meet technical requirements for network coverage and service capabilities.

The solicitation does not include any specific set-aside designations for small businesses or disadvantaged vendors. The contract will cover an estimated 22 terabytes of data, 513,920 mobile minutes, and 24,000 SMS messages monthly across 1,225 mission lines. The total potential contract value ranges from $400,000 to $4,500,000 over a five-year period, consisting of a base year and four 12-month option periods. Contractors must provide 4G/LTE network coverage, international roaming capabilities, and 24/7 customer support. The place of performance is Kampala, Uganda, with the contract aligned to the wireless telecommunications carriers industry classification (NAICS 517112). Successful offerors will need to demonstrate robust cybersecurity practices and compliance with federal acquisition regulations to be considered for award.
