About this opportunity
The U.S. Army Materiel Command is procuring cellular phones, WiFi pucks, and SIM cards to support the Korea Marine Exercise Program 2026 (KMEP 26.1). The requirement encompasses approximately 153 cellular phones with unlimited 5G LTE service, 99 WiFi pucks with 100 GB of 5G monthly data capacity, and 180 SIM cards with unlimited 5G data capability. Contractors must be licensed and authorized to operate as local sources under Republic of Korea law, with all sources—including U.S. companies—required to obtain requisite business licenses directly from the ROK Government and comply with applicable ROK laws covering labor, taxation, and immigration. Evaluation will be based on two primary factors rated as acceptable or unacceptable: Technical Capability (including staffing, resources, and ability to meet Performance Work Statement requirements) and Local Source Eligibility/SOFA Compliance. Additionally, Past Performance will be evaluated, with offerors lacking relevant experience receiving a neutral acceptable rating. Questions must be submitted within 24 hours of solicitation issuance, with proposals due February 9, 2026, and quotes must remain valid for 180 days from submission. The Contracting Officer is Brandon S. Hinsley.
This procurement carries no set-aside designation and identifies no incumbent contractors. No budget range or award value is specified in the solicitation documents. Services will be provided from February 21 through May 7, 2026, with coordinated deliveries to multiple military installations across South Korea. The primary place of performance is Pohang-si, Gyeongsangbuk-do, with additional drop-off locations at Warrior Base (Story Live Fire Complex), Rodriguez Live Fire Complex (Pocheon), and Kunsan Air Base (Gunsan City). The contractor must maintain 24-hour helpdesk support for troubleshooting, provide replacement equipment within 48 hours of notification for unserviceable items, and coordinate all deliveries with Government points of contact. All equipment must be secured devices with iPhones preferred, and no products may be manufactured or developed in China.

*IMPORTANT INFORMATION*
All sources may submit a quote or quote as applicable. However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or Technical Representative status to any offeror, for this requirement. All sources submitting a quote or quote, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea as a local source, must submit adequate verification in its initial quote or quote, that it has the requisite authorization and capacity to compete for the requirement as a local source, and to perform the contract as a local source. If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror qualifies as a local source shall be determined by the Contracting Officer.
LOCAL CONTRACTORS: The proposed acquisition will be limited to local contractors. All required material, labor, transportation, and facilities and these supply items are available locally. There is nothing inherently difficult about the requirement that requires the presence of invited contractors.
