About this opportunity
The Centers for Disease Control and Prevention (CDC) intends to award a sole source contract for Pharmacy Benefits Manager (PBM) Services to Evernorth Federal Services, Inc. for the World Trade Center (WTC) Health Program. The contract requires highly specialized PBM services with unique adjudication processes, real-time benefit verification, and automated safeguards to ensure coverage only for medically necessary WTC-related condition treatments. The CDC has determined that Evernorth Federal Services' proprietary system customizations make them the only suitable contractor, citing potential severe disruptions in member care and significant compliance risks if another vendor were selected. All responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the agency. Interested parties must submit their response via email to hmb0@cdc.gov by March 31, 2025, at 3:00pm EST, with the government retaining sole discretion on whether to proceed competitively.
The pre-solicitation notice does not indicate a specific set-aside designation, and no award value is explicitly stated in the documentation. The contract will utilize a mixed pricing structure, including fixed price and time & materials line items. The procurement is categorized under NAICS code 524292 for Pharmacy Benefit Management and will leverage the PSC code Q517 for Pharmacy Services. The contract is being pursued under FAR 6.302-1 authority, which allows for sole source procurement when only one source can meet the government's needs. The procurement is specific to the CDC's WTC Health Program and will leverage Evernorth Federal Services' proprietary system architecture that ensures regulatory compliance and operational efficiency for this specialized healthcare benefits management requirement.
Notice text
The Centers for Disease Control and Prevention intends to award a sole source contract with fixed price and time & materials line items to Evernorth Federal Services, Inc. for Pharmacy Benefits Manager (PBM) Services. Unlike traditional PBM contracts, the World Trade Center (WTC) Health Program’s benefit structure necessitates highly customized adjudication processes, real-time benefit verification, and automated safeguards to ensure that only medically necessary treatments for certified WTC-related conditions are covered. Evernorth Federal Services has successfully addressed these challenges through proprietary system customizations that ensure regulatory adherence and operational efficiency. Because PBM system architectures are proprietary, using any other contractor would cause severe disruptions in member care, administrative overload, and significant financial and compliance risks. This contract action is for PBM services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 10 days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at hmb0@cdc.govby March 31, 2025 at 3:00pm EST.
