This pre-solicitation notice seeks to understand the market's capability to support a three-year contract serving approximately 138,000 members who are 9/11 responders and survivors. The primary objectives include managing complex formularies, processing pharmacy transactions, coordinating benefits, and providing comprehensive pharmacy services with specific performance guarantees. Potential contractors must demonstrate expertise in handling approximately 500,000 annual pharmacy transactions and managing 26,500 prior authorizations across all US states and territories. Responses to the sources sought notice are due by February 14, 2025, and will be submitted to Contract Specialist Laurie Presley, with the government using the responses to determine the procurement method.

The contract opportunity currently has no specific set-aside designation and may be pursued through full and open competition or potentially as a small business opportunity. The contract structure is expected to utilize blended Firm Fixed Price Contract Line Item Numbers (CLINs) for implementation and transition, with Time & Materials pricing using a Per Member Per Month model for operational periods. The total contract period spans 36 months, including a 12-month transition-in period, one year of full operations, and a 12-month transition-out period in the final contract year. The North American Industry Classification System (NAICS) code for this procurement is 524292, which covers Pharmacy Benefit Management and Other Third Party Administration of Insurance and Pension Funds. While specific award values were not disclosed, the contract will require comprehensive pharmacy network management, transparent pricing models, and 100% manufacturer rebate pass-through.
