About this opportunity

The CDC Office of Acquisition Services is soliciting applied research proposals on behalf of NIOSH under Solicitation 75D30127Q79332, a Broad Agency Announcement for mine safety and health technology, with the closest deadline being concept paper questions due November 30, 2026. The procurement carries no set-aside and is open to public, private, for-profit, and non-profit organizations, institutions of higher education, non-governmental organizations, and government entities within the United States.

The listed place of performance is Reno, NV 89509. Proposed projects must address surface or underground mine operations, with demonstrations at mine sites. The solicitation prioritizes technologies at Technology Readiness Levels 4-6 and encourages proposals in three primary areas: Advanced Computer Vision, Sensor Fusion, and Intelligent Technologies for Mine Safety and Health; Development of Real-Time Personal Monitoring Technologies for Respirable Dust and Crystalline Silica; and Development of Technologies to Improve Lithium-Ion Battery Safety in Underground Mines.

The process runs in two stages, all submissions at 3:00 pm Eastern Time. Concept papers, limited to 4 pages, are due December 14, 2026, and receive "Favorable" or "Unfavorable" ratings. Only favorable-rated offerors may submit full proposals, due February 8, 2027, limited to 20 pages of technical content plus separate pricing and administrative volumes. The full proposal question deadline is January 25, 2027. A NIOSH pricing template spreadsheet is provided as an attachment.

Estimated total funding is $4.0 million, with approximately 6 to 10 awards anticipated. Awards, including base effort and all options, are expected to range from $200,000 to $400,000, and exceptional proposals may be funded up to $650,000. Awards will be firm-fixed-price contracts with preferred periods of performance of 24 to 36 months, extending to 48 months when adequately justified.

Evaluation considers scientific and technical merit, innovation and feasibility, pathway to implementation, past performance, and price, with technical factors weighted more heavily than cost. No incumbent is named. The NAICS code is 541990, All Other Professional, Scientific, and Technical Services, and the PSC is R499, Support-Professional: Other.

Notice text

The goal of this solicitation is to accelerate the development, adaptation, evaluation, demonstration, and adoption of innovative technologies that improve the safety and health of mine workers across coal, metal, nonmetal, stone, sand, and gravel mining operations. NIOSH seeks applied research and technology-development efforts that have a credible pathway toward practical implementation in surface or underground mines. Of particular interest are projects that:
1) Advance promising prototype technologies toward mine-ready solutions, including final development, adaptation to challenging mining environments, modification to meet applicable permissibility requirements, and demonstration at mine sites.
2) Adapt technologies successfully used in other industries for mining applications, including necessary redesign, ruggedization, integration, permissibility modifications, performance evaluation, and in-mine demonstration.
3) Evaluate emerging or candidate technologies to determine their potential to improve mine worker safety and health, identify technical or operational barriers to implementation, and develop approaches for overcoming those barriers.
4) Facilitate adoption of mature safety and health technologies that are available but have not achieved widespread mining-industry implementation. Activities may include establishing initial operational capability through mine demonstrations, evaluating technology performance and usability, identifying barriers to adoption, and determining modifications needed for practical industry acceptance.
5) Conduct analyses that identify emerging hazards and future technology needs, including analysis of safety, health, injury, fatality, exposure, surveillance, operational, or other relevant data to inform future research and technology-development priorities.
