The Department of Agriculture Forest Service Region 2 (Rocky Mountain Region) seeks procurement of 24 units of prefabricated cattleguard bases, with proposals due August 10, 2026, and questions due August 4, 2026. The solicitation is a total small business set-aside under NAICS 327390, Other Concrete Product Manufacturing.
Place of performance is Hill City, South Dakota. Delivery must occur within 90 days after award to the Hill City Shop at 24030 Highway 385, Hill City, South Dakota 57745. Each unit comprises two pre-cast concrete bases measuring 7 feet 9 inches in length along the line of traffic with an 8-foot width, one locking channel, and 18 ASTM A307 3/4-inch by 2-inch bolts with lock washers. The bases must support AASHTO-HS-20-44 design live loads and meet air-entrained Portland Cement Concrete specifications per FP-14 Section 601.03, including minimum 4% entrained air content, 5-inch maximum slump, 0.49 maximum water-cement ratio, and 3,000 pounds per square inch 28-day compressive strength. Steel elements require painting in Federal Standard Color 24325. Precast units cannot be transported until flexural strength reaches minimum 500 psi or units are 10 days old and must be placed on wood pallets. The contractor must provide 72-hour advance notification prior to delivery; the Forest Service provides unloading equipment and performs unloading operations. Scope excludes end wings, object markers, and installation services. Recent amendments have revised attachment specifications and added a questions-and-answers document clarifying that custom-fabricated bases do not require product brochures but manufacturers must submit concrete mix designs, strength reports, reinforcing-steel certifications, steel mill certifications, and coating certifications within 30 days before production. Award goes to the lowest-priced, technically acceptable offeror. This is a commercial item procurement under FAR 12.
