The solicitation encompasses materials and delivery of precast concrete cattle guard bases only; end wings, object markers, and installation services are explicitly excluded. Each cattle guard unit shall measure 7 feet 9 inches in length along the traffic line with an 8-foot width and must support an AASHTO-HS-20-44 design live load rating. The concrete foundations must be air-entrained Portland Cement Concrete per FP-14 specifications with minimum 4% entrained air content, 5-inch maximum slump, 0.49 maximum water-cement ratio, and 3,000 pounds per square inch minimum 28-day compressive strength. Each foundation requires 5/16-inch steel end plates with six 13/16-inch holes and an integral lifting mechanism such as anchored #5 rebar lifting eyes to accommodate chains or heavy-duty lifting straps. One unit consists of two concrete bases, one locking channel, and eighteen ASTM A307 3/4-inch by 2-inch bolts with lock washers. Precast units shall not be transported until achieving minimum 500 psi flexural strength or until 10 days old, and must be placed on wood pallets during transport. The Contracting Officer or Contracting Officer's Representative must receive 72-hour advance notice prior to delivery. Concrete may be rejected for freezing within the first 28 days, aggregate segregation, honeycomb exceeding 25% of surface, voids larger than 2 inches, exposed reinforcing steel, misalignment, substandard aggregate, or improper imbedded item placement. The Forest Service will provide unloading equipment and perform all unloading operations.

Specifications for Cattleguard base units:

A. This is a solicitation for materials and delivery of cattle guard bases.

a. End Wings: Shall NOT be provided as part of this solicitation.

b. Object Markers: Markers shall NOT be provided as part of this solicitation.

c. Installation: Shall NOT be a part of this solicitation.

B. Specifications Referenced: The USDA Forest Service has adopted FP-14 for construction of National Forest System Roads. The USDOT, Federal Highway Administration “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14”.

C. Size: Cattle guards shall have a length along the line of traffic of 7’-9”. Each grid shall have a specified width of 8 feet.

D. Design live load shall be AASHTO-HS-20-44 load rating.

E. Foundations: Cattle guard foundations (bases) shall be pre-cast concrete, constructed as specified in

Section 601.03 of the FP-14.

F. Concrete shall be air-entrained Portland Cement Concrete in accordance with Section 601.03.

a. Concrete has 4% minimum entrained air content.

b. Slump shall be 5 inches maximum.

c. Water/cement ratio shall be 0.49 maximum.

d. 28-day compressive strength shall be minimum 3,000 pounds per square inch.

G. Foundations shall have 5/16” steel end plates, set with plate face flush with concrete face as shown on Drawing 619-05, page 2 “Detail of End Plate”. Each end plate shall have six (6) 13/16” holes as shown on the drawing.

H. One unit shall consist of 2 concrete bases, one locking channel and 18 each ASTM A307 3/4" x 2” Bolts with lock washers.

I. Foundations shall have an integral component that facilitates lifting, such as the anchored #5 rebar lifting eyes in recessed lifting cutout as detailed on Drawing 619-05, page 2. Other lifting mechanisms may be considered. The lifting mechanism shall be designed to accommodate placement of chains or heavy-duty lifting straps when used by Government excavator for lifting and positioning base.

J. Concrete foundations shall not be painted.

K. Do not transport precast units until flexural strength is a minimum of 500 psi (3400 kPa); or, if flexural strength tests are not made, until the units are 10 days old. Place precast units on wood pallets during transporting to assure a proper bearing surface.

L. Causes for Rejection: concrete may be rejected for, but not limited to, the following reasons:

a. Freezing within first 28 days of concrete placement.

b. Segregation of aggregate or over-vibration resulting in excessive water in the surface of the concrete or lack of water in vertical surfaces.

c. Honeycomb over 25% of the surface.

d. Voids larger than 2 inches across.

e. Exposed reinforcing steel.

f. Misalignment of concrete. Unit not being level. Unit not being plumb.

g. Substandard aggregate in the mix.

h. Improper placement of cut-offs, blockouts, anchor bolts, or other imbedded items.

M. The CO or COR shall be notified 72 hours prior to delivery.

N. Forest Service will furnish equipment necessary to unload units and shall perform the unloading.

O. Delivery of units shall be to the Hill City Shop located at 24030 Hwy 385 Hill City, SD 57745.
