About this file
This document contains specifications for pre-cast concrete cattle guard base units solicited by the USDA Forest Service for use on National Forest System Roads. The solicitation is for materials and delivery only; end wings, object markers, and installation services are explicitly excluded from scope.
Each cattle guard unit shall consist of two pre-cast concrete bases, one locking channel, and 18 ASTM A307 bolts with lock washers. The units must measure 7 feet 9 inches in length along the line of traffic with an 8-foot width and be designed to support AASHTO-HS-20-44 load ratings. Concrete foundations must be air-entrained Portland Cement Concrete per FP-14 Section 601.03 specifications, with minimum 4% entrained air content, 5-inch maximum slump, 0.49 maximum water-cement ratio, and 3,000 pounds per square inch 28-day compressive strength. Foundations shall include 5/16-inch steel end plates with six 13/16-inch holes and integral lifting mechanisms such as anchored #5 rebar lifting eyes. End plates and locking channels must be painted per Section 563 in Federal Standard Color 24325, while concrete foundations shall remain unpainted. Units cannot be transported until flexural strength reaches minimum 500 psi or units are 10 days old, and must be placed on wood pallets during transport. The contractor must notify the Contracting Officer 72 hours prior to delivery, with all units delivered to the Hill City Shop at 24030 Highway 385, Hill City, South Dakota 57745. The Forest Service will provide unloading equipment and perform all unloading operations. Concrete may be rejected for multiple reasons including freezing within 28 days, aggregate segregation, honeycomb exceeding 25% of surface, voids larger than 2 inches, exposed reinforcing steel, misalignment, or improper placement of embedded items.

D. Design live load shall be AASHTO-HS-20-44 load rating.
E. Foundations: Cattle guard foundations (bases) shall be pre-cast concrete, constructed as specified in
Section 601.03 of the FP-14.
F. Concrete shall be air-entrained Portland Cement Concrete in accordance with Section 601.03.
a. Concrete has 4% minimum entrained air content.
b. Slump shall be 5 inches maximum.
c. Water/cement ratio shall be 0.49 maximum.
d. 28-day compressive strength shall be minimum 3,000 pounds per square inch.
G. Foundations shall have 5/16” steel end plates, set with plate face flush with concrete face as shown on Drawing 619-05, page 2 “Detail of End Plate”. Each end plate shall have six (6) 13/16” holes as shown on the drawing.
H. One unit shall consist of 2 concrete bases, one locking channel and 18 each ASTM A307 3/4" x 2” Bolts with lock washers.
I. Foundations shall have an integral component that facilitates lifting, such as the anchored #5 rebar lifting eyes in recessed lifting cutout as detailed on Drawing 619-05, page 2.
