About this file

This is a Questions and Answers document for a cattleguard base procurement. The document clarifies requirements for 24 pairs of concrete bases manufactured to Forest Service Drawing 619-05 and Attachment 1.

Custom-fabricated bases to the specified drawing do not require a product brochure submission; however, manufacturers must provide concrete mix designs, compressive-strength reports, flexural-strength reports, reinforcing-steel certifications, steel mill certifications, and coating certifications after award and no later than 30 days before production. Alternative lifting mechanisms may be proposed after award and before production. Split deliveries are permitted with 72 hours' prior notification required before delivery. Wood pallets may be retrieved by the carrier or contractor after unloading. Each pair of bases requires one locking channel with end plates on both ends to enable wider applications. The inquiry clarifies that the procurement is for 24 pairs of concrete bases and provides specifications for the locking channel and bolting configuration necessary for assembly and use.

Cattleguard Base Q & A

1. Because the cattleguard base units may be manufactured specifically to Forest Service Drawing 619-05, would a manufacturer technical data sheet, shop drawing, compliance matrix, product photographs, and written certification of compliance satisfy the required product-brochure submission? Bases that are custom fabricated specifically to drawing 619-05 and Attachment 1 do not require a product brochure.

2. Are concrete mix designs, compressive-strength reports, flexural-strength reports, reinforcing-steel certifications, steel mill certifications, or coating certifications required? If so, should they be submitted with the quotation or provided after award and before delivery? After award. 30 days before production.

3. If an alternative lifting mechanism is proposed instead of the detailed #5 rebar lifting eyes, must it be submitted and approved with the quotation, or may it be submitted for approval after award and before production? After award and before production.

4. Are partial or split deliveries permitted, or must all 24 complete units be delivered in a single shipment? Split deliveries will be allowed. Notification is 72 hours prior to delivery.

5. Must the wood pallets used during transportation remain with the Government after unloading, or may they be retrieved by the carrier or contractor? Wood pallets may be retrieved by the carrier or contractor.

6. Is this for 24 pairs of concrete bases or 12 pairs of bases? 24 pairs.

7. The drawing says to include 1 locking plate for each pair of bases, is that correct? The base side view makes it look like the channel is on both sides and not just one side.

8. I would like some clarity on how 1 locking channel works with 18 bolts or if these are meant to be bolted together to form a much wider solution? One locking channel is required for each two bases.

9. End plates are required on both ends of the bases. Yes, the intent is to allow for bases to be used in wider applications.
