About this opportunity

The United States Air Force Air Combat Command, through the 9th Civil Engineer Squadron at Beale Air Force Base, is procuring regularly scheduled inspection, maintenance, and repair services for cathodic protection systems installed on nine water storage tanks across the installation. The requirement includes annual preventative maintenance with system integrity testing, electrical and control system testing, and compliance tasks, along with on-call unscheduled corrective maintenance and repair services. Contractors must demonstrate current CP2 or higher cathodic protection tester certification from accredited associations such as NACE or STI, possess detailed technical knowledge of cathodic protection systems, and comply with all applicable federal regulations including Unified Facilities Criteria 3-570-06 and OSHA confined space entry requirements. The evaluation will prioritize technical acceptability, with certification and a clear technical approach as primary factors, followed by price evaluation, with the government reserving the right to evaluate lowest-priced offers first and proceed to higher bids only if lower offers are deemed technically unacceptable. The proposal due date is April 28, 2026, at 10:00 AM, with final clarifications issued on April 27, 2026.

This acquisition is 100% set-aside for small business concerns under Solicitation Number FA468626Q0004. The incumbent contractor previously performed these services under contract FA468621P0022. The contract is structured with a base year and five one-year option periods, running from August 1, 2026, through February 1, 2032, with scheduled preventative maintenance priced as firm fixed price and unscheduled repairs priced at a not-to-exceed amount of $5,000 per repair event ($2,500 for the final option period). All services will be performed at Beale Air Force Base in California, with work occurring during annual maintenance windows in August and September, and unscheduled maintenance responses required within 24 hours of notification with on-site inspections scheduled within three business days. The prevailing wage determination for Sutter and Yuba counties in California applies to this service contract, with established hourly rates and fringe benefits as specified in Wage Determination 2015-5659 (Revision 25).
