PERFORMANCE WORK STATEMENT (PWS)

FOR

CATHODIC PROTECTION SYSTEM SERVICE

BEALE AIR FORCE BASE (AFB), California

April 2026

1. BACKGROUND. The 9th Civil Engineer Squadron (CES) at Beale Air Force Base (AFB) requires regularly scheduled inspection, maintenance, and repair services for cathodic protection systems installed on nine (9) water storage tanks across the installation. This preventative service is essential to mitigate corrosion, thereby preventing leaks, water contamination, and structural failures that could cause significant damage to mission-essential infrastructure. Properly maintained cathodic protection systems are critical for preserving the structural integrity of the base’s water supply and distribution network.

Neglecting this required maintenance can lead to accelerated corrosion, resulting in unexpected tank failures, costly emergency repairs, and potential disruptions to the water supply that could impact mission-critical activities.

2. SCOPE. The Contractor shall provide annual inspection, preventative maintenance, and repair services for all cathodic protection systems at Beale AFB, California, as detailed in Attachment 1 – List of Water Tank Specifications & Locations. The contractor shall perform services that include, but are not limited to, procedures such as conducting potential profile testing, taking electrical measurements of system components, and adjusting rectifiers for optimal performance. A cathodic protection system is defined as the complete assembly and its operating equipment, including all anodes, reference cells, rectifiers, meters, wiring, connections, and associated hardware. The Contractor shall comply with the standards referenced in Attachment 2 and Attachment 3, including Unified Facilities Criteria (UFC) 3- 570-06, the manufacturer’s instructions, and all applicable local, state, and federal rules and procedures.

The Contractor shall provide all personnel, equipment, tools, supplies, materials, and any other items and services necessary to perform the work identified within this Performance Work Statement (PWS).

3. DESCRIPTION OF SERVICE. The Contractor shall provide all-inclusive routine inspection, preventative maintenance, and repair services for all cathodic protection systems located at Beale AFB.

The service specifications require that all systems are inspected, tested, adjusted, and maintained to ensure safe, reliable, and continuous corrosion protection. All procedures must be executed in strict adherence to the requirements of UFC 3-570-06 and the original equipment manufacturers’ (OEM) maintenance recommendations. The contractor's responsibility covers the entire cathodic protection system. This includes, but is not limited to, the inspection and testing of anodes and reference cells; the inspection, cleaning, and testing of the rectifier, controls, meters, contacts, and all wiring and connections.

During each service, the contractor shall measure tank-to-water potential to monitor and verify the system's effectiveness on all submerged metal surfaces and adjust the system as needed for optimum corrosion control. Fuses shall be replaced as required. Upon service completion, the contractor is required to provide a detailed Annual Performance Booklet and annotate inspection records on Attachment 2 - Water Tank Calibration Table and Reference (AF IMT 1689), documenting all data obtained, an evaluation of the data, corrective actions taken, parts replaced, and recommendations for continued performance.

4. SCHEDULED PREVENTATIVE MAINTENANCE AND ROUTINE INSPECTION. The contractor shall perform scheduled annual maintenance and inspections to ensure the operational readiness, safety, and compliance of all cathodic protection systems listed in Attachment 1. All work shall adhere to the original equipment manufacturer’s (OEM) guidelines and the Unified Facilities Criteria (UFC) standards referenced in this PWS. The Contractor shall submit a detailed project plan for approval to the Contracting Officer (CO) and the Contracting Officer’s Representative (COR) at least ten (10) business days prior to the start of work. The Contractor shall not alter any existing working system unless pre-approved by the COR and the facility supervisor prior to dismantling the system.

4.1. Annual Scheduled Preventative Maintenance and Inspection. The contractor shall service and inspect all cathodic protection systems by conducting annual system inspections and operational checks, which shall be performed by qualified personnel. The annual inspection period must take place between August and September each year. These services shall include, but not be limited to, the following:

4.1.1. System Integrity and Potential Testing. The Contractor shall visually inspect and service all accessible system components. The primary inspection shall include conducting a Tank-to-Water potential profile within each tank to monitor and verify the effectiveness of the system on all submerged surfaces.

4.1.2. Electrical and Control System Testing. The Contractor shall test and adjust all electrical and control systems. This includes taking electrical measurements to test the anode and reference cells. The contractor shall inspect, test, and clean the rectifier, controls, meters, contacts, wiring, and connections. The system shall be adjusted as needed to provide optimum corrosion control on the submerged metal surfaces of the tank.

4.1.3. General Compliance and Site Maintenance. The contractor is required to replace fuses as required. The Contractor shall supply all necessary consumable items and equipment needed to accomplish the work at no additional cost to the Government. The Contractor shall remove all debris and equipment from the work location at the end of each day on which work is performed, ensuring compliance with all local and federal regulations.

5. UNSCHEDULED CORRECTIVE MAINTENANCE/REPAIR. Upon request of the Government, the Contractor shall provide unscheduled corrective maintenance and repair services for the cathodic protection systems, as necessary to restore and maintain proper and normal system operations. The Contractor shall respond to any unscheduled service call request within 24 hours to acknowledge the request and must have a scheduled date for the on-site inspection and repair within three (3) business days of the initial notification. Upon completion of performing diagnostics and troubleshooting, the contractor shall provide a written estimate of repair parts and labor needed to the Contracting Officer's Representative (COR) for approval. All requirements for inspection and repair located in Section 1 (Scheduled Preventative Maintenance and Routine Inspection) apply to unscheduled service calls. A completed unscheduled corrective maintenance/repair report shall be submitted to the COR and CO within ten (10) days of repair completion.

5.1. Replacement Parts. The Contractor shall acquire all parts and materials necessary for preventative maintenance and repairs and shall only use original equipment manufacturer (OEM) or approved equal material/parts and must be approved by the COR.

5.1.1. Minor Repairs. The Contractor shall repair equipment at the Contractor’s expense if the material cost is equal to or less than $50.00 per cathodic protection system. Minor repairs may be completed during the initial unscheduled service visit if the required parts are available.

5.1.2. Major Repairs. If the required repair work exceeds $50.00 in materials per cathodic protection system, the Contractor shall not proceed with the repair until approval is granted. The Contractor shall provide a written repair cost estimate to the COR for approval within three (3) business days from the date the deficiency was identified. The estimate shall, at a minimum, list all parts needed along with their associated costs. Once the COR provides written validation, the CO will give the Contractor the authority to proceed with ordering any parts and scheduling a final repair date. Upon receipt of written approval from the COR, the Contractor shall complete the major repair within 30 calendar days. If lead times for required parts are projected to exceed this timeframe, the Contractor must immediately notify the Contracting Officer in writing, provide supporting documentation from the supplier, and request an extension to the completion date
