About this file
This is a Questions and Answers document dated 27 April 2026 for Solicitation No. FA468626Q0004, a Cathodic Protection System Service contract for Beale Air Force Base. The document addresses seven clarifications regarding contract requirements and does not contain specific information about deliverables, pricing terms, or award dates.
Key clarifications include: the 5,000 quantity for unscheduled maintenance represents a not-to-exceed CLIN for repairs with no upfront pricing, as individual repair quotes will be evaluated separately; external pipe-to-soil potential measurements are required for system components in contact with soil, in addition to tank-to-water measurements; work must be performed by personnel holding CP2 or higher cathodic protection certification, with certification costs to be included in contractor pricing; unscheduled maintenance site inspections must be scheduled within three days of notification (not necessarily completed within three days); and PE signatures are not required for deliverables unless specifically outlined in the Statement of Work. This Q&A document serves to clarify ambiguities in the solicitation but does not establish pricing, timelines, or other contractual terms.

SOLICITATION NO. FA468626Q0004
Question 3: The Solicitation lists a quantity of 5,000 for unscheduled maintenance. Please clarify what the quantity of 5,000 is referring to for this line item.
Answer 3: It is not to exceed CLIN for repairs. No price needed as repairs and quotes will be evaluated individually.
Question 4: The solicitation mentioned tank-to-water potential measurements. Are external pipe-to soil measurements required for the system components in contact with the soil (e.g. tank bottoms, associated piping, etc.)
Answer 4: Yes
Question 5: Are OQs required to perform this work? If so, which platform are these to be tracked in and should the cost of these OQs be included in the pricing?
Answer 5: Performance of the work should be completed by someone who has the proper CP2 or higher certification. Contractor should base pricing off of all expenses required to perform the job with the correct qualifications.
Question 6: For Unscheduled maintenance, does the on-site inspection need to occur within 3 days of notification, or just have been scheduled to occur? For example, if the Contractor is contacted on Monday, do they need to be on-site and completing repair work by Thursday, or are they required to provide a date for when the site visit will occur by Thursday?
Answer 6: Needs to be scheduled within 3 days of notification.
Question 7: Are PE signatures required for the deliverables?
Answer 7: Deliverables do not need PE signature unless specifically outlined in SOW.
