The requirement includes a complete CaseCracker RMS Onyx Lite Standard system for one room, encompassing a server UPS system, dome camera PIR thermal PTZ, interview in progress kit, flagging kit, control monitoring workstation, and onsite installation with setup and training. This combined synopsis/solicitation operates under FAR Part 12 commercial procedures and FAR Part 13 source selection procedures, with the government conducting a comparative evaluation based on price and other non-price factors. The evaluation process will first eliminate unacceptable quotations, then arrange remaining quotes from lowest to highest price for comparative assessment. Vendor questions were accepted until seven days after the initial August 6, 2025 issue date, and the response deadline was extended from August 20, 2025 to August 26, 2025 at 11:00 AM to increase competition.

This procurement is structured as a 100% Small Business Set-aside under NAICS code 334310 (Audio and Video Equipment Manufacturing) with a size standard of 750 employees. The solicitation represents a sole source acquisition for the CaseCracker Onyx brand, which is already extensively deployed across 12 USMC Criminal Investigation Division locations including MCB Quantico, MCAS Cherry Point, MCB Camp Lejeune, and various other Marine Corps installations worldwide. The contract will be awarded as a firm fixed price arrangement with an 8-week delivery timeline following contract award. The system is specifically designed for interview and interrogation rooms, providing live viewing capabilities, digital marking of recordings, case number annotation, and storage capacity for over 1,000 hours of interviews with DVD-R capabilities. Performance will occur in Beaufort, South Carolina, and the procurement addresses an urgent requirement to support 19 Marine Special Agent positions transitioning to NCIS operations.
