About this opportunity

The Naval Criminal Investigative Service (NCIS), under the Department of the Navy Naval Supply Systems Command, is seeking commercial audio and video equipment services for the CaseCracker system at its Great Lakes facility. The procurement involves de-installation of two existing CaseCracker systems from temporary space, re-installation of those systems in newly renovated office space, and installation of one additional CaseCracker system for a third interview room, along with panic button alarm systems for each of the three rooms. The contract also includes five years of hardware and software support, materials, and travel services. The evaluation will be conducted on a Lowest Price Technically Acceptable (LPTA) basis, with the government intending to evaluate quotes and award without discussions. The amended solicitation response deadline is December 4, 2025, at 12:00 PM EST, with delivery required 60 days after receipt of order.

This is a total small business set-aside opportunity utilizing NAICS code 334310 (Audio and Video Equipment Manufacturing) and PSC code 5836 (Video Recording and Reproducing Equipment). Market research identified two capable vendors—W S Darley & Co. and New River Systems—though the procurement was initially justified as a sole source due to the specialized nature of the CaseCracker system, manufactured by Cardinal Peak Technologies. The contract requires de-installation and re-installation of two systems, one additional room kit, one standard one-room warranty package, and three panic button alarm systems to be delivered to Naval Station Great Lakes in Great Lakes, Illinois (530 Farragut Ave Suite B). No specific award value or budget range is disclosed in the available solicitation documents. The solicitation requires bidders to provide one camera and one microphone per room with panic button alarm systems designed to support NCIS investigation processes.

Notice text

This requirement entails the de-installation of two CaseCracker systems from the NCIS temporary space, which NCIS has to vacate. In addition to the de-installation, there is a requirement to install aforementioned systems in the newly renovated office space and to add a third CaseCracker system for the third interview room, which is also a soft interview room. This requirement will also entail having the vendor install functioning panic/distress devices/buttons in each of the 3 (three) interview rooms. The proposed acquisition is to procure the following required services and supplies: De-installation of two current CaseCracker rooms in previous location and re-installation in the new location with one additional room kit (for a total of three rooms), panic alarms for each room, and 5 years of software and hardware support for the additional room, materials, and travel.
