About this file
This document is a Justification and Approval (J&A) for Use of Other Than Full and Open Competition for the Naval Criminal Investigative Service (NCIS). The procurement is for CaseCracker and Distress Systems for Fiscal Year 2026, involving de-installation, installation, and travel, with a required delivery date of 60 days after receipt of order. The acquisition is a sole source procurement under 10 U.S.C. 3204(a)(1) for only one responsible source that can satisfy agency requirements, specifically for three systems to be installed in the newly renovated NCISRA Great Lakes space.
Market research was conducted through various sources including UNICOR, AbilityOne, DoD ESI, and NASA SEWP, with a Sources Sought Announcement posted on SAM.gov from 05-17 November 2025. Four interested vendors were identified, with two deemed capable: W S Darley & Co. and New River Systems. The justification emphasizes that the CaseCracker system is critical for NCIS forensic data collection, particularly for documenting witness statements, and that using alternative systems would result in operational degradation. The manufacturer is Cardinal Peak Technologies, with potential resellers including BHPE LLC, Capture Technologies, W S Darley & Co., New River Systems, and Precise Digital.

The CaseCracker system brings the Naval Criminal Investigative Service (NCIS) operations to the apex of forensic data collection, specifically within the realm of documenting witness statements.
Installing and implementing this system enhances the ability of NCIS special agents and investigators to accurately and safely record essential information from witnesses. The CaseCracker the most important aspects of the statements. Rather than having only one server per room, CaseCracker utilizes one server that supports multiple interview rooms, which is imperative for the quick access and safe-guarding of mission-critical information during investigations. During FY24 and FY25, NCIS effectively installed the CaseCracker system at 55 NCIS Resident Agencies

(NCISRAs) and Field Offices. The ability to continue to use the CaseCracker system maximizes productivity and safety across NCIS and ensures compliance with NCIS security policy.
6. Specific characteristics of the supplies or services that limit the availability to this/these source(s), i.e., unique features, form-fit-function, etc.). State why the requested material or service represents the minimum requirement(s) of the Government. Describe in detail why only this/these suggested source(s) can furnish the requirement(s) to the exclusion of other sources.
In FY25, CaseCracker and corresponding distress systems were installed in temporary spaces that now need to be de-installed and re-installed in the newly renovated NCISRA Great Lakes space.
This will require a total of three CaseCracker and distress systems to be procured and installed. In order for the systems to operate together and in accordance with NCIS policy, the new system name brand must be the same in order for all of the systems to work together and limit the warranty work to one company responsible for all systems.
Opening up the process to other interviewing systems that are not compatible with CaseCracker will result in operational degradation and additional administrative support time needed to dedicate to multiple systems for operational use, maintenance, repair, and replacement. Utilizing CaseCracker will ensure continuity of work and technical knowledge of aforementioned systems remains relevant.
7. Determination of fair and reasonable pricing.
Pricing will be reviewed prior to award based on price analysis techniques available per FAR 13.106-3(a).
8. Brief description of Market Research conducted and results or why market research was not conducted.
Acquisitions Code 14B market research is based on searching the open market for sources of supply.
The sources UNICOR, AbilityOne, DoD ESI, and NASA SEWP did not have any CaseCracker items. On GSA, there was one vendor found, Capture Technologies, that could potentially provide the CaseCracker system. A Sources Sought Announcement (SSA) was posted in SAM.gov on 05 November 2025 and closed on 17 November 2025. As a result of the SSA, four emails were received from interested vendors, all small businesses and verified in SAM.gov. The requiring office reviewed the emails and documents received from these four businesses, and deemed two vendors, W S Darley & Co. and New River Systems, capable of fulfilling this requirement (see Capabilities Assessment in file). Data obtained from market research and the SSA posting was reviewed and analyzed to determine the capability and availability of the requested CaseCracker Brand Name supplies and services. A Brand Name Justification has been completed and is included in the file.
