About this opportunity
Defense Logistics Agency Aviation seeks manufacture of 15 compressor air case components (NSN 2840-01-539-2308) made from AMS 5671 Inconel 750 for F100 engine applications, with proposals due June 19, 2026 at 3:00 PM. The item is designated a critical safety item and new manufactured material requiring first article testing approval prior to production delivery. This is an unrestricted acquisition using firm fixed-price contracting.
Place of performance is Hoa Kỳ. Delivery is required by September 30, 2028. The estimated quantity is 15 units, with a range of 3 to 20 units.
Offerors must choose between two bidding alternatives. Bid A requires first article approval with contractor-conducted testing (including destructive and non-destructive testing exhibits plus 13 production units); Bid B does not require first article approval and consists of 15 production units. The Government may accept either bid based on best value considering price and past performance among technically acceptable proposals. A $2,500 evaluation cost factor applies for first article testing.
First article testing must comply with LPF-QAR-003 quality assurance requirements, including 100% dimensional inspection with documented measurements, nondestructive inspections with no sampling permitted, and metallurgical microanalysis with photomicrographs. The contractor must submit a First Article Qualification Test Plan within 30 calendar days of award and a Test/Inspection Report within 120 calendar days of plan approval, both via ISO-10149 compliant CD-ROM in Adobe Acrobat PDF format to AFLCMC/LPSAA.
All wooden packaging materials must comply with UN restrictions and be heat-treated to 56 degrees Centigrade for a minimum of 30 minutes per ISPM No. 15. Packaging must meet MIL-STD-2073-1 and MIL-STD-129 standards. Primary delivery destination is DLA Distribution Depot Oklahoma at Tinker Air Force Base. The contract includes mandatory small business participation plans, ISO 9001-2008 quality requirements, and DFARS cybersecurity and covered telecommunications equipment clauses. The procurement carries a 120-day price firm period. NAICS 336412; PSC 2840.
