About this opportunity

The Department of Agriculture Forest Service seeks replacement of an existing 7.5-ton air-cooled split heat pump system at the Cass Job Corps Civilian Conservation Center in Ozark, Arkansas, with proposals due October 20, 2026. This is a Total Small Business Set-Aside with a small business size standard of $19 million.

Place of performance is Ozark, AR 72949. The contractor must remove and dispose of the existing indoor and outdoor units, electrical systems, controls, and refrigerant linesets, then install new equipment of equivalent capacity. Three system configurations are acceptable: a matching 7.5-ton split system with auxiliary electric heat kit, twinned indoor units with auxiliary electric heat and twinning controls paired with a 7.5-ton outdoor heat pump, or a 7.5-ton outdoor packaged system. All systems must achieve Energy Star certification, ASHRAE 90.1 compliance, AHRI Standard 340/360 certification, and UL listing with specified efficiency ratings. Interior paints must meet LOW or ZERO VOC standards. Work includes branch circuit wiring replacement back to the electrical panel (120/208V, 3-phase, 4-wire), new programmable thermostat installation, duct modifications per SMACNA standards, third-party electrical inspection by a State-licensed or ICC-certified inspector, and building modifications as required. Work hours are 8:00 AM to 4:30 PM Monday through Friday. The contractor must begin within 10 calendar days of Notice to Proceed and complete all work within 60 calendar days. Construction wage rates per FAR 52.222-6 through 52.222-15 apply.

A mandatory pre-bid site visit was held September 24, 2026; attendance and written confirmation of site condition review is required for award consideration. Bid guarantees of 20 percent estimated contract value (not to exceed $3 million) are required. Performance and payment bonds are required within 10 days of award. All materials and equipment must be delivered before Notice to Proceed; no progress payments are authorized for pre-NTP purchases. Evaluation uses lowest price technically acceptable criteria based on technical approach (project schedule), demonstrated prior experience (acceptable or unacceptable), and price. Offerors must submit verification of existing conditions compatibility, complete equipment descriptions, and an installation narrative, plus demonstration of three relevant projects completed within the past five years and one year of experience.
