The contractor must furnish all labor, materials, equipment, tools, supervision, and transportation. Scope includes surface preparation (repair of holes, cracks, bumps, loose tape, and nail pops; sanding; cleaning; caulking per PDCA/PCA P4 standards), one primer coat on repaired or bare surfaces, and two finish coats of Benjamin Moore Low-VOC satin interior paint in Butter Pecan color. Ceilings are excluded; only walls and door trims are painted. Work must comply with OSHA safety and EPA environmental regulations, and the contractor must submit paint product data sheets, Safety Data Sheets, color samples for approved equal products, and primer data sheets for pre-work approval.
Technical acceptability requires registration with Washington State Department of Labor as a Specialty Contractor, a $12,000 Surety Bond, $50,000 Public Liability Insurance, and $100,000 Property Damage Insurance. EPA RRP certification is required if lead-based paint is suspected. Performance period is 90 days after award. Davis-Bacon wage rates apply under WA20260099 (effective May 18, 2026). The purpose of this project is to restore and refresh the living environment within Quarters 4 to support adequate housing conditions for assigned personnel. The repainting will improve
appearance, cleanliness, durability, and ADA suitability for future occupants.
