STATEMENT OF WORK
Carson NFH – Quarters 4 Interior Wall Repainting
1. General:
1.1 Project Description
The U.S. Fish & Wildlife Service, Carson National Fish Hatchery, located at 14041 Wind River
Hwy, Carson, WA 98610, requires interior wall painting services for Quarters 4, an
ADA-compliant manager’s residence on the hatchery campus. This work includes repainting the interior walls of six rooms and associated hallways as described in the Scope.
1.2 Purpose
The purpose of this project is to restore and refresh the living environment within Quarters 4 to support adequate housing conditions for assigned personnel. The repainting will improve appearance, cleanliness, durability, and ADA suitability for future occupants.
1.3 Contractor Qualifications
Contractor shall have demonstrated experience in residential interior painting, including surface preparation, priming, and finishing. Contractor must comply with applicable federal, state, and local codes. Contractor must be registered with the Washington State Department of Labor (L&I) as a Specialty Contractor and possess the following:
$12,000 Surety Bond
$50,000 Public Liability
$100,000 Property Damage Insurance
If any lead-based paint is suspected due to facility age, contractor must be certified in EPA
Renovation, Repair and Painting (RRP) standards.
1.4 Other Requirements
All work must comply with OSHA safety requirements and EPA environmental regulations.
Contractor shall follow all manufacturer specifications for preparation and installation of paint products. Reference materials include the USFWS Facilities Standards and industry standards such as PDCA/PCA P4 for surface preparation.
2. Place of Performance and Period of Performance
2.1 Place of Performance
U.S. Fish & Wildlife Service, Carson National Fish Hatchery, 14041 Wind River Hwy
Carson, WA 98610. The address for Quarters 4 is:

2.2 All work shall be completed no later than 90 days after award. Vendor shall verify field conditions before starting work. Weather is not expected to affect the interior work.
2.3 Normal duty hours Monday through Friday 7:30 a.m. - 4:00 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King Jr’s Birthday, Juneteenth, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope
The Contractor shall furnish all labor, materials, equipment, tools, supervision, protection, and transportation necessary to perform interior repainting of Quarters 4 as detailed below.
3.1 Areas to Be Painted
Walls only, ceilings are not to be painted.
Approximate dimension of rooms included:
• Living Room – 11.6 ft x 22.0 ft
• Master Bedroom – 13.8 ft x 15.0 ft
• Bedroom #1 – 11.5 ft x 11.3 ft
• Bedroom #2 – 8.7 ft x 11.5 ft
• Master Bathroom – 9.3 ft x 10.7 ft
• Bathroom – 11.6 ft x 5.2 ft
• Associated entries and hallways
• Wall height: 8.0 ft
• All door trims
Kitchen and dining room excluded.
3.2 Surface Preparation Requirements
Contractor shall:
• Repair defects including holes, cracks, bumps, loose tape, and nail pops.
• Sand surfaces smooth to achieve a uniform finish.
• Clean all surfaces to remove dust, dirt, grease, and contaminants.
• Caulk gaps at trim, joints, and transitions.
• Prepare surfaces in accordance with industry standard PDCA/PCA P4.
3.3 Painting Requirements
• Apply one full primer coat to all repaired or bare surfaces.
• Apply two finish coats of Benjamin Moore Low-VOC satin interior paint (color: Butter
Pecan) or approved equal.
• All materials shall be from professional-grade product lines.
3.4 Product Submittals
Contractor shall submit for approval:
• Paint product data sheets
• Safety Data Sheets (SDS)
• Color samples (if using “approved equal”)
• Primer product data sheet
Work shall not begin until submittals are approved.
3.5 Protection of Government Property
• Use drops cloths and masking to protect floors, cabinets, electrical fixtures, and ADA features
• Cover HVAC registers to prevent contamination
• Move and return furniture (if any) to its original location
• Repair any damage caused by contractor operations at no cost to the Government
• Take any additional precautions necessary to protect property from damage
3.6 Cleanup & Disposal
• Remove all tools, trash, tape, coverings, cans, and debris.
• Dispose of waste materials in accordance with state and federal environmental laws.
• Leave all work areas clean and ready for immediate occupancy at project completion.
4. Deliverables and/or Delivery Schedule:
4.1 Deliverables
• Completed interior painting of all specified areas
• Surface repairs completed to industry standard
• End-of-job cleanup
• Warranty documentation (1-year minimum on workmanship and materials)
4.2 Documentation Deliverables
• Paint and primer submittals
• SDS sheets
• Final walkthrough punch list and completion confirmation

7. Evaluation and Acceptance
7.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: Compliance with this SOW
• Meeting paint industry quality standards set forth in the IBC
• Correction of deficiencies documented during punch list review
(See detailed criteria in Section 8.2)
8. Quality Control/Quality Assurance:
8.1 Quality Control
Contractor shall maintain QC processes consistent with industry standards and manufacturer specifications.
8.2 Inspection / Acceptance Criteria
Government will inspect based on:
• Uniform color and sheen with no visible holidays or thin areas
• No runs, drips, sags, roller marks, or inconsistent textures
• Clean lines at edges and trim
• Full coverage on all repaired areas
• No damage to surfaces or property
• Proper cleanup and waste removal
• Completion of all punch list items
Work failing inspection shall be corrected at no additional cost to the Government.
